A local law amending Troy City Charter Part 2, Article 1, Section C-2, as it relates to the number of Redistricting Commission Members. *PUBLIC FORUM Due to the COVID-19 crisis and pursuant to NYS legislation S.50001/A.40001, this meeting shall be held remotely via videoconference and live-streamed on the City Council’s YouTube channel. Troy residents who wish to comment during the public forum at the beginning of the meeting must have the ability to join the Zoom meeting via computer or phone and will be required to pre-register for the meeting. The link to register for the meeting will be posted at least 24 hours before the meeting on the Council Agenda and Minutes page. You must register for the meeting by 3 pm on the day of the meeting. Per Council rules, residents have 4 minutes to speak at the Finance Meeting public forum. Comments must be regarding agenda items. Per the City Council, written comments will not be read aloud at this meeting but will be added to the meeting minutes. Written comments to be added to the meeting minutes should be sent to maria.debonis@troyny.gov and must be received by 3 pm on the day of the meeting. You must include your full name and residential address. Written comments received after 3 pm shall be treated as correspondence and forwarded to the Council for their review. 1  LL1 A LOCAL LAW AMENDING TROY CITY CHARTER PART 2, ARTICLE 1, SECTION C-2 TO INCREASE THE NUMBER OF REDISTRICTING COMMISSION MEMBERS ______________________________________________________________________________ BE IT ENACTED, BY THE CITY COUNCIL OF THE CITY OF TROY: Section 1. Troy City Charter Part 2, Article 1, Section C-2 is amended as follows: § C-2. Drawing of district boundaries; redistricting. The Council, as soon as is practicable and not later than six months after the availability of population data on a census tract basis from each decennial census taken by the U.S. Census Bureau, shall appoint an independent commission of no less than seven but no more than ten members who are electors of the City to examine the population within the boundaries of the six council districts of the City. Each district must contain neither less than 13% nor more than 18% of the population of the City and, to the greatest extent possible, shall be compact, contiguous, convenient and preserve neighborhood characteristics. If such districts are found not to be in compliance with this requirement, based on the census data, the Council shall direct the independent commission to devise and recommend to it a plan to redistrict the City in accordance with the population percentages described herein, and in compliance with all pertinent legal requirements. The Council shall use such recommendation to the greatest extent possible to proceed by ordinance to redistrict the City. No more than four members of the commission may be registered members of the same political party. Section 2. The City Council hereby enacts the foregoing amendment to Troy City Charter Part 2, Article 1, Section C-2, and authorizes the codification of this amendment, with the elimination of any words herein struck out and the addition of the underlined words, as delineated in Section 1 of this Local Law.
