As authorized by Section 83-3(F)(2) of the Troy Code, the Bureau of Surplus Property accepted proposal sale applications and bids for the purchase of various parcels of City owned surplus real property acquired by in rem foreclosure. Section 2. After due consideration of the recommendations of the Property Review Committee, the Bureau has approved the attached proposal and bid for purchase of the parcel listed in Section 5 below. Section 3. The Council hereby authorizes the Mayor to sell and convey the parcel listed in Section 5 to the bidder named therein for the bid indicated, which sum is hereby determined to be a fair and adequate price for the property, without the necessity of competitive bidding. Section 4. The Council hereby authorizes the Mayor to execute and deliver to the successful bidder a quit claim deed conveying the premises listed in Section 5, with the conveyance expressly subject to the terms and conditions set forth below and in Section 83-5 of the Troy Code as applicable. Section 5. Morrissey, Corporation Counsel RES11  RES12 RESOLUTION OF THE TROY CITY COUNCIL SCHEDULING A PUBLIC HEARING IN CONNECTION WITH THE DISCONTINUANCE OF CANAL AVENUE BETWEEN FRANKLIN STREET AND THIRD STREET IN ORDER TO EXPAND THE CANAL AVENUE PARK RESOLVED, that the City Council of the City of Troy will hold a public hearing on February 16, 2023, at 5:30 p.m., in the City Council Legislative Chamber, Troy City Hall, 433 River Street, 5th Floor, Troy, New York, in connection with the following matter: The purpose of the public hearing is to consider a proposal to permanently discontinue the Canal Avenue right of way, for one-half block from Franklin Street east to Third Street. For the one-block section of the Avenue, there are no garages, and vehicles heading east from 2nd Street will still be able to turn south onto Franklin Alley at the proposed terminus. Former City Engineer Aaron Vera had determined that the discontinuance of that ½ block of Canal Avenue would not cause a significant change to traffic patterns. The process to discontinue the street requires: 1. A public hearing on the matter with public notice run in the local paper for 10 consecutive days 2. A referral to the Planning Commission for comments 3. A SEQR determination 4. A three-fourths affirmative vote by the City Council  RES13 RESOLUTION OF THE TROY CITY COUNCIL SCHEDULING A PUBLIC HEARING IN CONNECTION WITH THE DISCONTINUANCE OF HILL STREET BETWEEN FOURTH STREET AND LIBERTY STREET AND TRAFFIC FLOW CHANGES ON HILL STREET AND LIBERTY STREET RESOLVED, that the City Council of the City of Troy will hold a public hearing on February 16, 2023, at 5:45 p.m., in the City Council Legislative Chamber, Troy City Hall, 433 River Street, 5th Floor, Troy, New York, in connection with the following matters: The purpose of the public hearing is to consider a proposal to permanently discontinue the Hill Street right of way, north of Liberty Street to the intersection of Hill Street with 4th Street. In connection with this proposed discontinuance, the City also proposes to change the vehicle travel direction on Liberty Street between 4th Street and 5th Avenue from two-way, west-bound and east-bound, to one-way east-bound, and to change the vehicle travel direction on Hill Street between Liberty Street and Washington Street from two-way, north-bound and south-bound, to one-way south-bound. Patrick Madden Steven Strichman Mayor Commissioner of Planning & Economic Development Christopher Nolin Deputy Mayor Department of Steven.Strichman@troyny.gov Planning & Economic Development City Hall 433 River Street Troy, New York 12180 To: City Council From: Steven Strichman Date: January 12, 2023 Re: Mobility Hub – Hill Street discontinuance Hill and Liberty directional changes The Mobility Hub, a collaboration with CDTA is only part of proposed changes in the Little Italy area that includes the CDBG 4th Street project, and the Little Italy/City improvements to the Market Place. As part of this suite of projects, the following will occur: 1) Closure (discontinuance) of short portion of Hill Street between Liberty and 4th. 2) Change Traffic from 2-way to 1-way South on Hill Street between Liberty and Washington to allow for angled parking on both sides of the street 3) Change traffic from 2-way to 1-way east bound on Liberty between Hill Street and 5th Avenue, and the addition of a retaining wall that supports new angled-parking on the south side of Liberty Street. A traffic study has been completed for the closure of Hill Street, and a follow-up study will soon be completed to ensure the directional changes do not create any negative issues. A public hearing must be held for each of the two directional changes, as well as for the discontinuance of one block of Hill Street. The process to discontinue the street requires: 1.
