Minutes of the TROY CITY COUNCIL FINANCE MEETING December 7th, 2023 6:30 P.M. The meeting was called to order at 6:38 p.m. by Council President Mantello. Roll Call: The roll being called, the following answered to their names: Council Member Gulli, Council Member Figueroa, Council Member Steele, Council Member Menn, Council Member Conley-Wilson, Council Member Sorriento, Council President Mantello, Chair. In attendance were Mayor Patrick Madden, Deputy Mayor Chris Nolin, Comptroller Andy Piotrowski, Corporation Council Approximately 10 members of the public attended. Public Forum: • No one came forward 110. A Resolution To Commemorate The Life Of Allene Gamble, By Designating A Portion Of 9th Street As “Allene Gamble Way” (Council President Mantello) 1 RES108 A RESOLUTION TO COMMEMORATE THE LIFE OF ALLENE GAMBLE, BY DESIGNATING A PORTION OF 9TH STREET AS “ALLENE GAMBLE WAY” WHEREAS, Allene Gamble, born in Manning, South Carolina in 1930, is a remarkable individual who has made a lasting impact on her community. In 1951, she made the bold decision to move to Troy, New York, where she embarked on a beautiful journey that would shape her life; and WHEREAS, Shortly after her arrival in Troy, Allene married the late John Gamble, and together they built a loving family. As a proud mother of three children – Wesley, Lawrence, and Lori Ann – Allene found joy and fulfillment in nurturing and guiding her children towards success; and WHEREAS, With a heart full of love, Allene extended her care to her grandchildren, of which she has ten, and her five great-grandchildren. Her family has always been a source of pride and happiness for her; and WHEREAS, In 1962, she moved to her present home on ninth Street, where she has become a cherished member of the neighborhood. Allene’s commitment to maintaining her property in impeccable condition and her warm and welcoming demeanor have earned her the title of a beloved Ambassador on her block; and WHEREAS, Throughout her working years, Allene dedicated herself to various jobs, leaving a positive impact wherever she went. She began her career at the Marshall Ray Shirt Factory on River Street in Troy, where she worked diligently until its unfortunate closure. Undeterred, she later joined Cres Listo Book Company in Cohoes, where she continued to contribute until her well-deserved retirement; and WHEREAS, Allene’s faith has always been an essential part of her life, as she has been a devoted member of Bethel Baptist Church for over 60 years. Her unwavering commitment to serving God has been a guiding force in her life, and she continues to actively participate in church activities even at her advanced age of 93; and WHEREAS, Believing in the power of love and respect, Allene treats everyone she encounters with kindness and compassion. Her motto, “If I can’t help you, I will never do anything to hurt or harm you,” reflects her genuine desire to uplift others and create a harmonious environment; and WHEREAS, Not only is Allene a dedicated church member, she has also been an active member of the Troy chapter of the NAACP and a strong community advocate participating in social and civic activities in her community. Allene’s involvement in the Community Garden Program has been a longstanding commitment. Her dedication to this initiative has been so profound that the garden adjacent to her Home has been named the AV Community Garden, in honor of Allene Gamble and the late Virginia Dixon, her dear friend and gardening partner; and RES108 WHEREAS, the City Council of the City of Troy desires to pay respect and tribute to the memory and legacy of Allene Gamble., and to honor her many contributions and long service to our community. NOW, THEREFORE, BE IT RESOLVED, that the portion of 9th Street shall bear the honorary designation of “Allene Gamble Way”; and BE IT FURTHER RESOLVED, that this honorary designation shall not alter or change in any way the official street name of 9th Street, nor in any way alter the official City map.
