TROY CITY COUNCIL CONFIRMATION HEARING Thursday, February 22, 2024 5:00 P.M. Pledge of Allegiance Roll Call Per Sections C-35 and C-36 of the Troy City Charter, I am hereby scheduling a confirmation hearing for Acting Corporation Counsel Dana Salazar and Acting Comptroller Dylan Spring for Thursday, February 22, 2024 at 5:00 pm in City Council Chambers. RES39 RESOLUTION CONFIRMING THE APPOINTMENT OF DYLAN E. SPRING AS COMPTROLLER OF THE CITY OF TROY ____________________________________________________________________________ WHEREAS, the Troy City Charter § C-41 provides that there shall be a City Comptroller who shall be the chief fiscal officer of the City, and who shall be appointed by and serve at the pleasure of the Mayor, subject to confirmation by the City Council; and WHEREAS, the Mayor of the City of Troy has appointed Dylan E. Spring to the position of City Comptroller and has filed a written letter of appointment in the Office of the City Clerk as required by Troy City Charter § C-36; and WHEREAS, Dylan E. Spring possesses the education and progressively responsible experience required by the Charter to perform the duties and fulfill the responsibilities of the Office of the City Comptroller, namely a four-year degree in accounting/business information from an accredited college or university and seven years of progressively responsible experience in overall financial administration and operations; and NOW, THEREFORE, BE IT RESOLVED, that the Troy City Council does hereby confirm the Mayor’s appointment of Dylan E. Salazar, Acting Corporation Counsel RES39 Dylan Spring EXPERIENCE Chief Financial Manager, Department of General Services for the City of Albany, NY January 2021-Present • Oversaw over 20 Million dollars in budgeted expenses. • Created and closed out Purchase Orders for the Department. • Completed the final Purchase Order closeouts for the 2020, 2021, and 2022 fiscal years. • Reviewed and verified purchases made by the Department. • Helped track Contracts and RFPs through Pivot Table. • Supervised the Financial Division and made sure the employees knew the purchasing and payment procedures and processes. • Created and helped finalize the Budget for the Department for fiscal years 2022 and 2023. State Program Examiner, State Government Accountability at OSC, Albany, NY March 2013-November 2019 • Investigated various Agencies and determined whether they were following proper state laws, policies, and procedures. • Audited over 30 special education providers which was a directive from the Legislature. • Utilized various programs and applications for auditing and data mining purposes. • Facilitated various types of meetings from internal group meetings to large meetings with Agency Commissioners, Lawyers, and employees. • Conducted Quality Assurance Assessments on our internal work. • Created complex excel spreadsheets and pivot tables to analyze and review data. • Conducted interviews with various agency personnel regularly. • Organized and managed various training sessions. • Wrote up final reports that were issued to the Commissioners of Agencies and the Public. • Recorded and wrote up various types of meetings. • Attended many recruiting events in partnership with OHR. • Helped the State recuperate over fifty million dollars during my tenure based on my audit findings. SALAZAR AS CITY OF TROY CORPORATION COUNSEL ____________________________________________________________________________ WHEREAS, the Troy City Charter § C-52 provides that there shall be a Corporation Counsel who shall be head of the Department of Law and who shall be appointed by and serve at the pleasure of the Mayor, subject to confirmation by the City Council; and WHEREAS, the Mayor has appointed Dana L. Salazar to serve as Corporation Counsel of the City and has filed a written letter of appointment in the Office of the City Clerk as required by Troy City Charter § C-36; and WHEREAS, Dana L. Salazar is well-qualified for the position of Corporation Counsel, being an attorney currently admitted to practice in the courts in the State of New York with more than five years of active practice in the profession of law. NOW, THEREFORE, BE IT RESOLVED, that the Troy City Council does hereby confirm the Mayor’s appointment of Dana L. Salazar to the position of Corporation Counsel for the City of Troy.
