Conroy (September 28, 1947 - August 14, 2024) By Designating A Portion Of Second Street Between Congress Street And Division Street As “Jim Conroy Way” (Council President Steele) 2  ORD47 ORDINANCE AUTHORIZING SALES OF CERTAIN CITY OWNED PARCELS OF REAL PROPERTY BY THE PROPOSAL SALE APPLICATION METHOD The City of Troy, in City Council convened, ordains as follows: Section 1. As authorized by Section 83-3(F)(2) of the Troy City Code, the Bureau of Surplus Property accepted proposal sale applications and bids for the purchase of various parcels of City owned surplus real property acquired by in rem foreclosure. Section 2. After due consideration of the recommendations of the Property Review Committee, the Bureau has approved the attached proposals and bids for purchase of the parcels listed in Section 5 below. Section 3. The City Council hereby authorizes the Mayor to sell and convey the parcels listed in Section 5 to the bidders named therein for the bids indicated, which sums are hereby determined to be fair and adequate prices for the properties to be conveyed, without the necessity of competitive bidding. Section 4. The City Council hereby authorizes the Mayor to execute and deliver to the successful bidders quit claim deeds conveying the premises listed in Section 5, with the conveyances expressly subject to the terms and conditions set forth below and in Section 83-5 of the City Code. Section 5. Troy’s license fee will still be below the fees in surrounding municipalities, even with the increase of $50. For reference, Schenectady’s fee is $300 and Albany’s is also higher. Every year, the Clerk’s Office administers multiple tests to applicants for these certifications. Salazar, Corporation Counsel The Lansingburgh Firehouse is long overdue for replacement. The City explored alternate sites for the Firehouse when reconstruction at the current location proved logistically and financially impractical. Years ago, the City identified the site at 629 Second Avenue as an optimum site. The prior administration agreed on a price for the parcel and did a Phase One Environmental study that recommended a Phase Two investigation. However, the sale was delayed and the seller withdrew his consent for the sale in late 2023. In early 2024, we were able to resurrect discussions and reach an agreement to complete the sale. Earlier this year, the City conducted a Phase Two Environmental Study, as recommended in the Phase One report. Several underground oil tanks were located and our engineering firm assisted in circulating an RFP for remediation of the tanks and any contaminated soil surrounding or under the tanks. After we received three bids, we scheduled the closing on the real property and reached out to update the three remediation bids and verify availability of the remediation companies with the two lowest bids. We hope to remediate the property before the ground freezes. CONROY (SEPTEMBER 28, 1947 - AUGUST 14, 2024) BY DESIGNATING A PORTION OF SECOND STREET BETWEEN CONGRESS STREET AND DIVISION STREET AS “JIM CONROY WAY” WHEREAS, James J. “Jim” Conroy was born and raised in Troy where he was educated in the virtues and responsibilities of public service by his father who represented the 7th Ward on the Rensselaer County Board of Supervisors; and WHEREAS, Jim graduated from St. Paul’s School and Catholic Central High School where he served as Student Council President and was named a Crusader of the Year for outstanding athletic achievement, and in later life, he chaired the school’s board of trustees; and WHEREAS, Jim was the first member of his family to attend college, graduating from Marist College in 1969 where he was quarterback of the football team, and thereafter he earned a master’s degree in public administration from Russell Sage College; and WHEREAS, Jim was a dedicated public servant who was devoted to the betterment of his community, serving on the Schenectady County Legislature, Schenectady City Council, and as Deputy Mayor of Troy from 1996-2004; and WHEREAS, together with Mayor Mark Pattison, Jim helped lead the City of Troy through the darkest days of its generation-long financial crisis toward fiscal and economic recovery; and WHEREAS, Jim has the distinction of running for mayor in both Schenectady and Troy; and WHEREAS, Jim supported his community by serving on the boards of St. Peter’s Hospital, Catholic Central High School, Oakwood Cemetery, Marist College Alumni, and Troy Area United Ministries; and WHEREAS, Jim undertook a second career in commercial real estate and promoted Troy by giving new life to properties such as the Cannon Building, St. Augustine’s holdings, and many others; and WHEREAS, Jim passed away on August 14, 2024, survived by his beloved wife Phyllis, his children Jacqueline (Sean) O’Donnell, James (Karen) Conroy, Charles (Amy) Conroy, and five grandchildren whom he adored; and WHEREAS, Jim - known as “the boy from Troy” - truly loved his City, refurbishing the home on Second Street that he shared with Phyllis and always opening it for Troy’s Hidden Garden Tour to support Prospect Park; and  RES141 WHEREAS, in recognition of Jim’s many years of exemplary public service, the City Council of the City of Troy desires to honor his significant contributions and longstanding devotion to the Troy community.
