Minutes of the TROY CITY COUNCIL Finance Meeting December 2nd, 2024 5:30 P.M. The meeting was called to order at 5:40 p.m. by Council President Steele. Roll Call: The roll being called, the following answered to their names: Council Member Keal, Council Member Brosnan was absent for the first 10 minutes, Council Member Spain-McLaren, Council Member Vera, Council Member Sorriento, Council Member Casey, Council President Steele, Chair. In attendance were Mayor Carmella Mantello, Deputy Mayor Seamus Donnelly, Deputy Corporation Counsel Richard Morrissey, Approximately 10 members of the public attended. Resolution Adopting The Mayor’s Recommended Budget For The City Of Troy For Fiscal Year 2025 Or Adopting An Amended Budget For The City Of Troy For Fiscal Year 2025 (Council Member Casey) (At The Request Of The Administration) 1 ORD68 ORDINANCE APPROPRIATING THE VARIOUS AMOUNTS AS APPROVED IN THE CITY OF TROY BUDGET FOR FISCAL YEAR 2025 AND LEVYING TAXES ON ALL TAXABLE PROPERTY WITHIN THE CITY OF TROY IN THE AMOUNT REQUIRED TO BE RAISED BY PROPERTY TAXES FOR THE FISCAL YEAR 2025 BUDGET ____________________________________________________________________________ The City of Troy, in City Council convened, ordains as follows: Section 1. Pursuant to City of Troy Charter § 47-K, the City Council is required to adopt an ordinance appropriating the various amounts of money necessary for the operation of City government as set forth in the Fiscal Year 2025 City Budget. Section 2. The City Council hereby appropriates the various amounts of money set forth in the 2025 budget as approved for the several departments, bureaus, divisions, offices, courts, boards, and commissions of the City and for the several purposes specified in the Fiscal Year 2025 City Budget. Section 3. Pursuant to Troy City Charter, § 47-N, the City Council is required to levy taxes on all taxable property in the City of Troy as shown on the annual tax assessment rolls to raise the amount of revenue required by the City Budget for Fiscal Year 2025, through the collection of property taxes. Section 4. The amount of $29,071,145 as set forth and specified in the City Budget for Fiscal Year 2025 is hereby determined to be the amount of revenue required to be raised from real property taxes for Fiscal Year 2025. Section 5. The amount of $29,421,145 is hereby levied as the total property tax on all taxable property within the City of Troy as shown on the annual assessment rolls for the City of Troy. Donnelly Deputy Mayor Mayor Office of the City Comptroller City Hall 433 River Street Troy, New York 12180 Date: November 25, 2024 To: Troy City Council From: Gabrielle Mahoney, City Treasurer Re: Memo In Support – Ordinance Appropriating Amounts & Levying the Real Property Tax for the 2025 Fiscal Year Pursuant to City Charter §47-N, the final legislative task imposed on the City Council at the Special Meeting is to pass an ordinance setting the tax levy for the City for all taxable properties on the assessment roll of the City. The purpose of this ordinance is to obtain the actual revenues necessary to support those expenditures contained in the approved City Budget that are funded via property taxes collected by the City. The amounts reflected in this ordinance are based on the 2025 proposed budget. Section 4 is the Revenue that is Required From Real Property Taxes and Section 5 is the Total Tax Levy necessary to generate the required revenue. ORD69 ORDINANCE AMENDING THE CODE OF RULES AND REGULATIONS OF THE DEPARTMENT OF PUBLIC UTILITIES TO ESTABLISH NEW WATER AND SEWER RATES The City of Troy, in City Council convened, ordains as follows: Section 1. The purpose of this Ordinance is to amend Schedules II and IV of the Rules and Regulations of the Department of Public Utilities to establish new water and sewer rates. Section 2. The first sentence of Schedule II is amended by adding and deleting matter to read as follows: Within the corporate limits of the City of Troy, the meter rate is $4.432 per one thousand (1,000) gallons. Within the corporate limits of the City of Troy, the meter rate is $4.532 per one thousand (1,000) gallons. Section 3. Schedule IV is amended by adding and deleting language to read as follows: Within the corporate limits of the City of Troy, the sewer rate is seventy-three percent (73%) of the water meter rate provided the customer is connected to the sanitary sewer system. There will be a minimum sewer bill calculated using 5,000 gallons per quarter at 73% of the current water meter rate for all accounts that have an active water service regardless of how much water they use and whether they are connected to the sanitary sewer system. Customers outside the City that are not bound by contract agreement of sewer districts or political subdivisions, will be billed at the same seventy-three percent (73%) of the water bill rate. Section 4. The revision list, schedule of historical rates, and sewer rate notes in Schedules II and IV shall be updated in accordance with this Ordinance, showing the new water meter rate of $4.532 per one thousand (1,000) gallons and the new sewer rate of $3.308, with the format and language subject to final approval of Corporation Counsel. Section 5. The City Council hereby enacts the foregoing amendments to Schedules II and IV of the Rules and Regulations of the Department of Public Utilities, with the elimination of the words and matter herein struck out and the addition of the underlined words and matter, all as delineated in this Ordinance. Donnelly Mayor Deputy Mayor Office of the City Comptroller City Hall 433 River Street Troy, New York 12180 Date: November 25, 2024 To: Troy City Council From: Gabriel Mahoney, City Treasurer Re: Memo In Support – Ordinance Amending the City Water Rate The 2025 proposed budget includes a city water rate increase of 10 cents per 1,000 gallons, making the new water rate $4.532 per 1,000 gallons. In many cases, the amount that we charge is competitive with or considerably less than water rates in surrounding communities. Because the sewer rate is calculated at 73 percent of the water rate, the current city sewer rate also will increase. The new sewer rate will be $3.308 per 1,000 gallons, which is 7.3 cents higher than last year. The rate increase has been proposed because of rising costs, especially for the increased cost of chemicals to treat water and for replacement pipes and other supplies. The city water rate increase amounts to an estimated quarterly increase of approximately $3.60 for a family of four, and an increase of $2.63 for sewer charges. RES152 RESOLUTION ADOPTING THE MAYOR’S RECOMMENDED BUDGET FOR THE CITY OF TROY FOR FISCAL YEAR 2025 OR ADOPTING AN AMENDED BUDGET FOR THE CITY OF TROY FOR FISCAL YEAR 2025 ____________________________________________________________________________ WHEREAS, pursuant to City Charter § 47-E, the Mayor filed with the City Clerk a budget message and recommended budget for the City of Troy for Fiscal Year 2025 on 10/10/2024; and WHEREAS, pursuant to City Charter § 47-F, the City Council conducted a special meeting on 10/15/2024, at which it referred the recommended budget to the City Council Finance Committee which in turn referred the recommended budget to the respective Standing Committees of the City Council; and WHEREAS, pursuant to City Charter § 47-H, the Finance Committee and respective Standing Committees of the City Council conducted preliminary public hearings between 10/15/2024 and 11/7/2024; and WHEREAS, pursuant to City Charter § 47-H, the Finance Committee and respective Standing Committees of the City Council, on 11/15/2024, filed reports with the City Clerk regarding the preliminary public hearings; and WHEREAS, pursuant to City Charter § 47-I, a meeting of the Mayor and the City Council was held on 11/21/2024 to review suggested changes to the recommended budget; and WHEREAS, pursuant to City Charter § 47-J, a final public hearing was conducted on 11/26/2024 at which all persons desiring to be heard in relation to the budget estimates in the recommended budget were given an opportunity to do so; and WHEREAS, pursuant to City Charter § 47-K, the City Council is conducting a special meeting on 12/02/2024 to adopt the Mayor’s recommended budget or to amend and adopt a budget for the City of Troy for Fiscal Year 2025 and to submit same to the Mayor for approval. NOW, THEREFORE, BE IT RESOLVED, that the City Council hereby adopts the Mayor’s recommended budget as proposed, with the appropriations to be in the amount of $84,483,351 in the General Fund, $5,450,842 in the Garbage Fund, $14,439,336 in the Water Fund, $4,297,437 in the Sewer Fund, and $8,500,690 in the Debt Service Fund; or BE IT RESOLVED, in the alternative, the City Council hereby adopts an amended budget, with the appropriations to be in the amount of $________________ in the General Fund, $________________ in the Garbage Fund, $________________ in the Water Fund, $________________ in the Sewer Fund, and $________________ in the Debt Service Fund. Donnelly Deputy Mayor Mayor Office of the City Comptroller City Hall 433 River Street Troy, New York 12180 Date: November 25, 2024 To: Troy City Council From: Gabrielle Mahoney, City Treasurer Re: Memo In Support – Resolution Adopting or Amending and Adopting the Mayor’s Proposed Budget City Charter § 47-K provides that the City Council shall hold a special meeting, after the final public hearing to accomplish certain specific tasks related to the budget and the funding of City operations in the upcoming fiscal year. That special meeting has been scheduled for 12/02/2024. The most important legislative task to be accomplished by the City Council at the meeting is to approve the Mayor’s recommended budget or to amend and adopt an amended budget. In the event that the Council does neither, the Mayor’s recommended budget takes effect. The Mayor’s proposed budget, submitted to the City Clerk on October 10, 2024, included appropriations in the General Fund totaling $84,483,351, Garbage Fund appropriations totaling $5,450,842, Water Fund appropriations totaling $14,439,336, Sewer Fund appropriations of $4,297,437, and Debt Service Fund appropriations totaling $8,500,690. This resolution adopts, or amends and adopts, the Mayor’s proposed budget. This resolution reflects the appropriations in each of the City’s four operating funds as proposed by the Mayor for the 2025 fiscal year and does not include any potential amendments by the Troy City Council. However, attached hereto is a Schedule A to be used, if needed, for any amendments made to the proposed budget.
