Minutes of the TROY CITY COUNCIL REGULAR MEETING February 5th, 2026 7:00 P.M. The meeting was called to order at 7:04 p.m. by Council President Steele. Roll Call: The roll being called, the following answered to their names: Council Member DiLorenzo, Council Member Struber, Council Member Spain-McLaren, Council Member McKee, Council Member Favreau, Council Member Campbell-Cohen, Council President Steele. In attendance were Mayor Carmella Montello, Corporation Counsel Richard Morrissey, and Director of Communications Alex Horton. Approximately 50 members of the public attended. Resolution Honoring The Life, Service, And Legacy Of Joseph “Joe” Fama For His Many Services To The Troy Community And His Long Lasting Contributions To The City’s Quality Of Life (Council President Steele)(At The Request Of The Administration) Resolution passed 7 ayes, 0 nos, 0 abstentions, 0 absent 1. A Local Law Adopting The Provisions Of Article 6-A Of The Real Property Law To Make The Good Cause Eviction Law Applicable In Troy, New York – For Introduction Only (Council Member Spain-McLaren, Council Member Campbell-Cohen, Council President Steele) 2. A Local Law Amending Chapter 2 Of The Code Of The City Of Troy To Add A New Article VII For The Purpose Of Authorizing Remote Participation By Videoconferencing For The Public, Members Of The City Council And All Other Public Bodies Of The City Of Troy – For Introduction Only (Council Member Spain-McLaren, Council Member McKee) 2. Ordinance Placing A Temporary Six Month Moratorium On The Development, Construction, Or Establishment Of Battery Energy Storage Systems (“BESS”) In The City Of Troy (Council Member McLaren) (At The Request Of The Administration) Motion to Amend by Council Member Campbell-Cohen, seconded by Council Member Struber. Amending Section 6 of the Ordinance to have more concise and definitive terms of the proposed moratorium. Motion to Amend passed 7 ayes, 0 nos, 0 abstentions, 0 absent. Ordinance Transferring Funds Within The 2026 General Fund (Council President Steele) Ordinance passed 7 ayes, 0 nos, 0 abstentions, 0 absent. 18. Resolution Authorizing The Mayor To Enter Into An Intermunicipal Agreement With The Town Of Colonie For Mutual Provision Of Police Tactical Team Services (Council Member McKee, Council President Steele) (At The Request Of The Administration) Resolution passed 7 ayes, 0 nos, 0 abstentions, 0 absent 19. Resolution Of Troy City Council Scheduling A Public Hearing In Connection With Proposed Local Law No. 2 Of 2026 Amending Chapter 2 Of The Code Of The City Of Troy To Add A New Article Vii For The Purpose Of Authorizing Remote Participation By Videoconferencing For The Public And Members Of The City Council, And For All Other Public Bodies Of The City Of Troy (Council Member Spain-McLaren, Council Member McKee) Council President Steele set the date and time of the Public Hearing for Local Law No.2 to be Thursday, February 19th at 5:45pm. Immigration And Customs Enforcement (ICE) And Opposing Future Funding (Council Member McKee, Council Member Spain-McLaren) Motion to Amend by Council Member McKee, seconded by Council Member Struber. Amending the Resolution to include acknowledgement of Governor Hochul’s “Local Cops, Local Crimes Act”. Motion to Amend passed 7 ayes, 0 nos, 0 abstentions, 0 absent.
