TROY CIVIL SERVICE COMMISSION Meeting Minutes Tuesday, June 22, 2022 9:30 A.M. Troy City Hall 433 River Street, Suite 5001 Troy, NY 12180 Present: Chairperson Mike Sullivan; Commissioner Ellen Fogarty; Executive Secretary, Gabrielle Mahoney; Personnel Technician, Heather Muller Absent: William Barhold Chairperson Sullivan called the meeting to order at 9:34 A.M. 1. Consider the minutes of the April 19, 2022 meeting. A motion made to Table. Commissioner Fogarty was absent on 4/19/2022 and Commissioner Barhold was absent 5/17/2022 and 6/22/2022. 2. Consider the minutes of the May 17, 2022, meeting. Following review, a motion was made by Commissioner Fogarty to approve the minutes of the May 17, 2022, meeting, seconded by Commissioner Sullivan, all voted in favor: 2-0, 1-absent. 3. Consider an MSD-222A to establish three (3) additional positions of Library Assistant for the Troy Public Library Appointing Authority. Following review, a motion to establish three (3) additional Library Assistant positions. Commissioner Sullivan seconded, all voted in favor: 2-0, 1-absent. 4. Establish an open competitive eligible list for four (4) years for Discovery Coordinator, Exam #60980. Following review, a motion was made by Commissioner Fogarty to establish an open competitive eligible list for four (4) years for Discovery Coordinator, Exam #60980. Commissioner Sullivan seconded, all voted in favor: 2-0, 1-absent 5. Establish a promotional eligible list for four (4) years for Senior Account Clerk, Exam #76628. Following review, a motion was made by Commissioner Fogarty to establish a promotional eligible list for four (4) years for Senior Account Clerk, Exam # 76628. Commissioner Sullivan seconded, all voted in favor: 2-0, 1-absent 6. Establish an open competitive eligible list for four (4) years for Senior Account Clerk, Exam #63529. Following review, a motion was made by Commissioner Fogarty to establish an eligible list for four (4) years for Senior Account Clerk, Exam # 63529. Commissioner Sullivan seconded, all voted in favor: 2-0, 1-absent 7. Establish a promotional eligible list for four (4) years for Principal Account Clerk, Exam #76749. Following review, a motion was made by Commissioner Fogarty to establish a promotional eligible list for four (4) years for Principal Account Clerk, Exam # 76749. Commissioner Sullivan seconded, all voted in favor: 2-0, 1-absent 8. Establish an open competitive eligible list for four (4) years for Principal Account Clerk, Exam #69596. Following review, a motion was made by Commissioner Fogarty to establish an eligible list for four (4) years for Principal Account Clerk, Exam # 69596. Commissioner Sullivan seconded, all voted in favor: 2-0, 1-absent 9. Establish an open competitive eligible list for four (4) years for Head Account Clerk, Exam #69601. Following review, a motion was made by Commissioner Fogarty to establish an eligible list for four (4) years for Head Account Clerk, Exam # 69601. Commissioner Sullivan seconded, all voted in favor: 2-0, 1-absent 10. Consider an MSD-222 to reclassify one (1) Recreation Specialist for City of Troy Appointing Authority. Following review, a motion was made by Commissioner Fogarty to reclassify one (1) Recreation Specialist to a new classification of Golf Course Manager. Commissioner Sullivan seconded, all voted in favor: 2-0, 1-absent 11. Establish a job specification for Director of Golf. A discussion took place to classify the new position to the title of Golf Course Manager, not Director of Golf. Following review, a motion was made by Commissioner Fogarty to establish a job specification for the new classification of Golf Course Manager. Commissioner Sullivan second, all voted in favor: 2-0, 1-absent 12. Exempt class review of City Comptroller position to determine if it still meets the criteria for placement in the Exempt Class. Following review, a motion was made by Commissioner Fogarty to approve City Comptroller to remain in the Exempt Class. Commissioner Sullivan second, all voted in favor: 2-0, 1-absent 13. Consider an MSD-222 to re-establish one (1) position of City Treasurer for the City of Troy Appointing Authority. Following review, a motion was made by Commissioner Fogarty to approve re- establishing one (1) position of City Treasurer. Commissioner Sullivan second, all voted in favor: 2-0, 1- absent 14. Exempt class review of City Treasurer to determine if it still meets the criteria for placement in the Exempt Class. Following review, a motion was made by Commissioner Fogarty to approve City Treasurer to remain in the Exempt Class.
