City of Troy, Ethics Commission Monthly Meeting Minutes 433 River Street Troy, New York 12180 June 26th, 2014 - 6 pm I. Call to Order / Pledge Meeting called to order 6:05pm II. Roll Call Present: Shaw Cubit Bennett Jamison Mazor Absent: Ellis Benbow III. Approval of Minutes from last meeting Motion ‐ Cubit Second ‐ Jamison Ayes:5 No:0 IV. Open Issues 1. Case#E102072014 Letter presented by Chairman Shaw explaining intent to disposed. Second letter to be sent as well with more details. Majority agreed provided an amendment per the suggestion of Commissioner Jamison on the order of content was provided to Councilman Doherty. Commissioner Cubit requested a copy of both for the official case record. Motion to accept letter with amendment ‐ Cubit Second ‐ Bennett Ayes:5 No:0 2. Agreement with Counsel ‐ pending review by counsel 3. Annual disclosures - Disclosures are now over 30 days late. Chairman Shaw will follow up with Corporate Counsel as to when the commission can expect to receive the annual disclosures of those required to file. V. New Business 1. Case review - new cases, potential cases. a. Minor review of city councils hearings over the demolition, review of Article 18 of the GMC and contract requirements per State regulations for Municipalities. On-going. b. Nepotism review of code: it has been noted that several areas of City Code need to be revised to better support Article 18 or clearly explain not only nepotism but other areas that may be conflicts of interest. VI. Training Session 1. John Mancini, NYS conference of mayors Mr. Mancini joined the commission to provide professional insight into the functions, abilities and requirements of an ethics committee or commission. He provided the commission with a review of the current City Charter, §43 Code of Ethics, and detailed areas that are in need of clarification, improvement and areas that are very well covered. Most noted that while the commissions has the ability to investigate our strongest tool is through education, training and advisory opinions. He also advised that the Conference of Mayors not only provides service to Mayor and City Councils but that they are there to provide services to other municipal bodies. -1- City of Troy, Ethics Commission Monthly Meeting Minutes 433 River Street Troy, New York 12180 VII. Public forum The public is encouraged to attend the ethics commissions monthly meeting to address the commission, or to turn in sworn complaints (there will be no discussion on submitted complaints or current cases).
