I. Call to Order
Called to order at 6:01
II. Roll Call
Present Cubit Bennett Carmichael Ellis Fish Scales
Absent Warnock‐Graham
III. Approval of Minutes from last meeting
Motion was entered by Commissioner Scales to amend February minutes to strike
Commissioner Cubit's comments from public comment section. Motion was seconded.
Ayes 4 No 2 Passed
Motion to approve minutes as amended by Commissioner Ellis and seconded.
Ayes 6 No 0 Passed
IV. Open Issues
1. Annual disclosures and Jurisdiction - Commissioner Cubit
Commissioner Cubit has sent letters to about 1/2 of those deficient in filing 2014
disclosures. The remainder will be mailed in the follow week.
2. Review of Nepotism in City Charter - Commissioner Cubit and Fish
Commissioner Cubit provided Commissioner Fish with documentation from previous
review and they will begin gathering best practices for the commission review.
3. Chairwoman Bennett motioned to add two items to the agenda.
a. Moving public comment to the opening of the meeting
b. Removal of extensive discussions from the minutes
Motion by Chairwoman Bennett and seconded.

Motion by Commissioner Cubit and seconded.

b. Removal of discussion from the minutes.
Chairwoman Bennett cited 11th edition of Roberts Rules that minutes should be a
capture of what occurred, not what was said. Commissioner Fish and Carmichael want table to review
more on the subject and feel more information should be present in the minutes to show the
commissions dedication full transparency. Commissioner Scales stated in our discussion that on all
other boards/organizations that I have been on/or secretary for, the secretary records what was done,
not what was discussed. IE, the motion, name of the mover and the disposition of the motion should
appear in the minutes. Commissioner Cubit commented we should be the example. Motion to table by
Commissioner Carmichael and seconded.

V. New Business
1. Case review
Case #E610082014-REV Hoffman v. Robertson, Suspended pending Internal Affairs
investigation completion.

Case #E202122015 - Deitz v. Troy, Update from Counsel, case dismissed.
Counsel will also send notification to the city on disposition. Disposition letters submitted to
case file.
2. Advisory Opinions
None at this time
VI. Public forum
The public is encouraged to attend the ethics commissions monthly meeting to address the
commission, or to turn in sworn complaints (there will be no discussion on submitted complaints
or current cases). Speakers are limited to 5 minutes and are to be directed to the Commission
only.

Meeting adjourned 6:47pm
April meeting will on the 29th at 6:00 pm. in main conference room at City Hall
