Project Summary:
PC2013-065 Site Plan Review of a proposal to demolish 2 buildings and construct a
Stewarts Shop. Project location is 9 112th Street, a B-2 Zone, ID 80.63-6-10. Applicant is

SEQRA : Pursuant to 6 N.Y.C.R.R. Part 617, the described proposal is subject to the State
Environmental Quality Review Act and is classified as an Unlisted action. The applicant has
completed an Environmental Assessment Form (E.A.F.), and based upon the submission of an
EAF adequate information is available to determine that no significant impacts are likely to occur
as a result of this proposal. No Federal agencies are involved; no other agencies are known to be
involved.

Site Design Review:
Applicant proposes to construct a new Stewarts Shop at the site of an existing Stewarts
Shop. The overall site plan calls for the acquisition of the parcel located to the north of
the existing Stewarts (both the house and vacant lot). The existing home is to be
removed. The new structure will be constructed on this portion of the lot while the
existing structure remains. Once construction completes the existing Stewarts will be
demolished and gas pumps relocated to this area. Throughout the phases of construction
the site will remain in full operation.
The existing structure 845 Second Ave will be removed. The applicant will do a pre and
post survey of the adjacent structure. This visual / structural survey will be detailed by the
City Engineers. The structure will be removed in accordance with a demolition plan to be
prepared by the City Engineer. After construction of the new store the existing store will
be removed.
Applicant proposes a single egress ingress point on 112th Street and a single
egress/ingress on 2nd Ave. Access from the alley is also proposed.
Applicant will install a dumpster and enclosure to the northern rear of the property. A
stockade vinyl fence and landscape buffer approximately 10 feet in width will be
constructed to the side of the building where it abuts the residential 487 2nd Ave.
Applicant will construct a monument style sign using the nearby CVS and Mr. Subb as
examples for scale and location.
Applicant will install street trees where required by the 112th Street, Lansingburgh
Village Study.
A patio for exterior seating is proposed along 2nd Ave at store front.
Stipulations
Applicant shall install decorative fence along perimeter for gateway appearance. Further details

Site Design Review:
Applicant proposes to construct a new 5000sf education center for CEO Youth Build.
Per Hoosick Street overlay the building will be constructed to the sidewalk and will
include sufficient parking to the rear of the building.
Wall pack lighting will be installed around the perimeter of the building
Dumpster to be located to the south east corner of the rear parking area in approved
dumpster enclosure.
The building will have multiple classrooms, offices and storage for construction materials
and weatherization program.
Structure is 2 story brick and concrete structure to compliment existing Joseph Bruno
Building across street and administrative offices adjacent to the site.
Signage to conform to HWD Zone.
Applicant proposes storm water management system that contains all surface runoff in
underground storage to be dispersed into Rock Alley separated system
The demolition of a 2 bay garage on site will occur upon approval.
The applicant will construct a retaining wall across the rear of the property to maintain

Site Design Review:
The applicant proposes to subdivide a parcel for the construction of a “pad site” for the
construction of a stand alone pharmacy store.
The application is within 500 feet of a municipal border. Notification has been sent to
Rensselaer County Planning and The Town of North Greenbush to solicited comment.
The site is approximately 195x135 and meets zoning requirements. A series of easements
will allow for operators of the site to access via plaza ingress egress and across parking
areas.
A site plan is forthcoming with specifics of the site, the building, the use and amenities.
This will be reviewed separate of this approval.
Stipulations
Applicant will reappear for Site Plan Review with a full site plan including 21 elements of a Site
Plan furnished by the Planning Department in addition to a lighting and landscape plan and Storm
water Prevention Plan.
