2379 BURDETT AVE. – PROJECT NARRATIVE
The need of the applicant Ayman Kahill to develop the corner property of Hoosick Road
and 2379 Burdett Avenue was to require that he first obtain zoning board approval for
review 10/07/2016., The applicants purchase agreement from Bryce Realty was
contingent on the City approval to allow demolition of the existing residential structure
and allow car lot –office use at the location, utilizing the existing garage. The site plan
application has been surveyed for physical features for the existing garage building
footprint planned to be renovated .(SU-1). Full Site Plans and Building Elevations (EL-
1), (SP-0),(SP-1),(SP-2),(SP-3) have been re-submitted, Site Details (SD-1), (SD-2) and
Building Elevations Renderings (R-1) are available for construction. The original TAP
Site Plan , ZBA application that was a part of the Zoning action to approve the
application is is also submitted for clarity and reference ( Site Base -01), letter dated
12/14/2016. The site plan was prepared for the proposed renovation of the 555 SF garage
and consistent with the Tap /Zoning approved plan, for site parking, access, layout and
fencing buffering criteria to the adjacent abutting residential as well as the metal
decorative fence at the Hoosick and Burdett side proposed for the project. The Zoning
approved project site was designed for (23) vehicles on site (20) inventory vehicles of
compact cars and (3) full size patron vehicles. The site plan was proposed with grading
and drainage considerations on submitted site on 12/20/2016. The Site Plan notes as well
as the TAP/Zoning parking plan was submitted and denied during a regularly scheduled
public meeting.
The applicant’s 6/18/2017 resubmission is an effort to improve upon and address any of
the comments witnessed during the last series of reviews. The current site plan set is still
based on a parking modified Tap / Zoning Plan now submitted to the Planning Council.
However, the site layout and parking was reduced to (15) compact inventory vehicles and
(3) full size patron vehicle arrangement. A reduction of (5) vehicle displays to provide
for improved internal vehicle maneuvering and circulation. Three point turning in and
out of site is accomplished . The parking loss results in an open -line striped pavement
aisle for turning /backing up safely. The addition of (2) street trees are added in each
corner of the front and rear green areas .The dimensioned parking arrangements are
shown on the site plan (SP-2) . The Layout Lighting and Landscaping are shown on plans
(SP-0) and (SP-1) respectively.
The revised application as reviewed in terms of the Goal and Objective of the City
Comprehensive Plan regarding Terms established within the Hoosick Street Overlay
Zone District Chapter 285.66.4 is as follows:
Philosophy. Hoosick Overlay District …. flexibility in land use….

This section was reviewed during Zoning Approval meeting ,where City ZBA approved
car lot use , subsequent demolition of existing structure. The 2379 Burdett Ave,. Site is
actually the last property on the Overlay District Map.
Regulated Uses. The existing 555 SF garage renovation proposed as the Office
of the applicants proposal is submitted as elevation plan (EL-1) and rendering (R-1)
The project sign is proposed as a 2’ high by 4’ long internally lit plexi -glass aluminum
sign , building mounted.
Standards :
Site Design :
1) Setback of Building to Sidewalk. Since the existing garage location to be
renovated is pre-existing non-conforming , the applicant believes this
requirement is not applicable . The existing footprint setbacks are maintained.
The existing City sidewalk is 11’5” , situated at the front and 14’5” at the side
property per (SP-2)

2) Building Design:
a) Pre-Existing brick façade , harmonius with …adjacent character –See (EL- 1)
b) thru j) (NA)
3) Off Street Parking:
a) Proposal is based on a modified Tap/Zoning Plan for (3) 9’X18’ Patron-
customer parking, so noted on (SP-1) , having no known restrictions for the
compact vehicle inventory displays. Compact cars such as smart cars, mini’s,
\ fits, fiat’s etc. have a 180 degree turn radius less than 23’ .
b) Parking re- submission plan (SP-2) have (5) less vehicles , originally (23)
cars which represents a 21.7 % reduction than the Zoning plan . The pre-
\ existing non -conforming nature of the site coupled with the car lot use does
not practically allow for behind building parking. The intended vehicle
maneuvering areas are proposed and noted as line striped with white reflective
paint per (SP-1).
c)thru h) pertain to off street parking and decks (NA)
4) Site Access and Driveways:
a) One point of access on Hoosick allowed
b) Minor Road access to Burdett not practical or possible. Existing two way
access from Hoosick exists. Restricted right turn only requirements to allow
for safe exiting are enforced as proposed. Secondary exiting at corner to
Burdett will create a traffic issue with vehicles exiting both ways , with a
potential threat of fender benders of vehicles pulling out and entering .Line of
site from Hoosick to Burdett will be reduced.
c)Driveway proposed at 30’ width with restricted right turn exit only signage
d) ,3) mixed use connection (NA)

5) Site Lighting:
a) thru i) See Site Plan (SP-0) Compliant combination of wall mount and site
post lighting 150 w-LED fixtures provided , having downward shields is
proposed ,So noted on (SP-0) Lighting Plan.
6) Landscaping and Screening:
a) Consistent with Zoning approved plan review, 5FT planted buffer with six
foot high opaque fence is proposed and appropriately proposed . At adjacent
abutting residential property six foot high arborvitae with spacing of 7’ +-
O.C. is proposed along with a six foot high PVC fence. The adjacent owner
has no issue with the new improvements. Code is (15’ O.C.) planting for
screening with a berm ). Additionally , the planting was revised to include
deciduous as well as evergreen plantings. Burning Bush and Arborvitae are
noted on (SP-1).
b) Parking areas are landscaped with 4Ft metal ornamental fence divider along
Hoosick and Burdett per prior review ,per (SP-0) & (SP-2).
7) Sidewalks on Hoosick:
a) (NA) Waterfront
b) Hoosick District . The existing City sidewalk is 11’5” , situated at the front
and 14’5” at the side property per (SP-2), having 7Ft minimum required.
ADA provisions for drop curbing is met.(SD-1) (SD-2).
8) Streetscape:
a) (2) Street trees are proposed . Red maples are specified on (SP-1) , having
a description of 4” caliper, where 2” minimum is required. Since the shade
trees are proposed at the corners, the trees will be maintained for visibility
and line of site. Other plantings are (8) Arborvitae and (3) dense yews.
Existing trees and shrubs at the perimeters will be pruned and maintained.
b) No other site furnishings are proposed.
9) Garbage Removal: Trash Roll Out bins , of a residential character will be utilized. Not
a lot of trash planned , mostly recyclable card board. Bin Pick Up at the
Curb per (SP-1)
10) thru 12) Public transportation, and Gas Filling Stations (NA)
Per Site Notes on (SP-2 and other Plan Exhibits, these comments were previously
reviewed. , but are hereby submitted to be represented at the next public meeting , in a
narrative format.
