- Planning Commission MINUTES Notice is hereby given that the Planning Commission of the City of Troy, New York will conduct a public hearing on th Thursday, May 10 at 6:00 pm in the Planning Conference Room, 5 Floor, City Hall, 433 River Street, in order to hear and decide on proposals for development as follows: CALL TO ORDER: 6:06 PM ROLL CALL: Present – Chair Aaron Vera (AV); Sarah Wengert (SW); Charles Thomas (CT); Deborah Spence (DS) Absent – Barbara Higbee (BH) NEW BUSINESS Review of a Request for a Zoning Change from R1 to PDD (Planned Development District). Project location is 171 Oakwood Avenue, an R1 Zone, Tax Map ID 90.56-2-3. Applicant is 1844 Land Development LLC, 1844 Darrow Road, Duanesburg, NY 12056. Applicant: The Planning Commission is very familiar with this project; we are proposing 4 12 unit apartment buildings on this parcel. Tonight is a technical procedure; we are proposing for a zoning change from an R1 [low- density residential] to a PDD (Planned Development District). Rezoning the parcel will hold the parcel to a higher standard of development, as well as negate several currently required zoning variances. AV: Does the board understand the proposal before them tonight? To recap: the Planning Commission will make a recommendation to the City Council. The Council will then hold a Public Hearing on this proposal, then will vote on a resolution. If the resolution passes, the proposal will return to the Planning Commission for site plan approval. [All board members]: Understood. Motion to make a positive recommendation to City Council for rezoning made by AV, seconded by CT. RECOMMENDATION TO CITY COUNCIL TO REZONE PARCEL PASSES WITH A VOTE OF 4-0.
