Consent PLPC 2022 0010 – 528 Second Street (111.52-3-16) [R-4: Urban Neighborhood Res, Med to High Density] Change of Use (hot food in existing convenience store) – SEQR (Type II) The applicant, South Troy Deli & Grocery, is proposing to install a six-foot hood, fryer, stove top, and grill to produce hot food at this establishment. PLPC 2022 0012 – 469 Fifth Avenue (80.71-4-4) [B-2: Community Commercial] Change of Use (café to gift shop) – SEQR (Type II) The applicant, Albert Seraj, proposes to open a gift shop retail space titled “Marley Gift Outlet” at this property. Work will be done by the applicant and is predominantly interior. A “gift shop” is an allowed use in the B-2. The applicant will later be heard by the ZBA to obtain an Area Variance for a parking deficiency of two (2) spaces. PLPC 2022 0013 – 77 Congress Street (101.61-1-6) [B-4: Central Commercial] Change of Use (vacant to restaurant) – SEQR (Type II) The applicant, Gary Miller, proposes to open a restaurant titled “Calypso Restaurant” at this former restaurant commercial space that has since been vacant for over 12-months. Members of the public are encouraged to submit comments prior to the meeting via email or in-person during the public comment period. All written public comment should be directed to planningcommission@troyny.gov at least six (6) hours prior to the meeting. No other email address is monitored for public comment.
