MEETING MINUTES
The Planning Commission of the City of Troy, New York, conducted a public meeting at 6:00 P.M. on Wednesday,
October 19th, 2022, in person and via Zoom conferencing, to act upon the following requests, referred by the Bureau
of Code Enforcement of the City of Troy, for review and approval.

-The applicant, Bryce Properties, LLC, is returning to propose the redevelopment of the southern portion of the Troy
Atrium into a 26,910 sq. ft., 5 story building with exterior parking, 1st floor interior parking and 100 multi-family
residential units above. The applicant is represented by Environmental Design Partnership, LLP
• Applicant presentation: Brian Osterhout/Environmental Design Partnership: “just an update”.

3. S.W. Requests info about exterior materials; has concerns for the site. Wants to see grade of
material be suitable for its use. Concerns about HRC’s comments. Reluctant to try to use a
historical color palate on a building that’s not historical in its design.
4. A.V. - The HRC; provides recommendations to PC and PC makes the ultimate determination. [In
other words] They are not a decision-making body.

• Commissioner deliberation:
1. S.W.- Prefers masonry building, but also states: “Let’s not use less expensive, more contemporary
material to simulate masonry. Let’s use those materials to their greatest potential to make
something interesting and different.”
2. Discussion of building prominence & designs
• Applicant response. “[I] can also tell you that this is a very tricky project for the financials to work on. It’s
a complicated building given the center space that the city owns and other competing factors, so I would
just caution everyone to just be of the mindset that also, while it is a prominent area of Troy, there is a
certain cost at which I can guarantee that the numbers won’t work for the applicant. And certainly, that
what we’re staring at right now is nowhere near what we’re even proposing in this iteration in terms of; it’s
kind of a trade-off.”
*No motion is made due to the applicant being within 30 days of previous month’s declaration.

NOTICE OF PUBLIC MEETING
Notice is hereby given that the Planning Commission of the City of Troy, New York, will conduct a public meeting
at 6:00 P.M. on Wednesday, October 19th, 2022, to act upon the following requests for review and approval referred
by the Bureau of Code Enforcement.
The City of Troy Planning Commission will be conducting in-person meetings, however members of the public
may attend and participate virtually.
Members of the public are encouraged to submit comments prior to the meeting via email or in-person during the
public comment period. All written public comment should be directed to planningcommission@troyny.gov at least
six (6) hours prior to the meeting. No other email address is monitored for public comment.
