City of Troy, NY Police Objective Review Board Meeting Minutes Meeting Date: June 5, 2023 Present: Jeff Anderson Sarah Crockwell Taneisha Harris Peter McCorkle Marcus Nix Elijah Scott Starletta Smith Mayor Patrick Madden Captain Anthony Conyers Excused: Michael Tuttman The June 2023 Police Objective Review Board meeting was called to order by Chairman Marcus Nix at 6:32pm on June 5th. The roll was called, and a quorum was established. Chairman Nix gave an overview of activities for the month of May. On May 16th, we attended A More Welcoming, Inclusive, & Safer Troy. The event was an opportunity for the PORB to join in on the discussion with other members and organizations in the community about the relationship between the police and the community. Other organizations at the event included the City of Troy, Troy Police Department, Little Italy Quality of Life Committee, Justice Center of Rensselaer County, and TRIP. The even featured speakers as well as group conversations about the TPD and the community. There will be events hosted by the NAACP, Troy Branch during Juneteenth Weekend and Chairman Nix will provide more details at a later date. In place of a regular monthly meeting, the Board also conducted interviews for new members on May 1st and May 3rd. The PORB selected Peter McCorkle and Sarah Crockwell to fill the two vacancies. Both new members were announced and introduced to the Board by Mayor Madden at the start of the June 5th PORB meeting. Both the Mayor and Chairman Nix (on behalf of the PORB) provided remarks. Captain Anthony Conyers presented case files and body cam footage for OPS 23-02 and 23-03 for review and evaluation by the Board. In the review of OPS 23-02, the Board found that the officers did not violate civil rights or use what would be considered excessive force. In the review of OPS 23-03, the Board found that the officers did due diligence in making sure that the female involved was okay. Officers received remedial training on communication and de-escalation. In both reviews, the Board agreed with the ISB disposition that the officers were exonerated with body cam footage. Meeting adjourned at 8:02pm. The next scheduled PORB meeting will take place on September 11, 2023.
