Titterington, Director of Public Service and Safety DATE: March 3, 2025 SUBJECT: RESOLUTION OF SUPPORT FOR RENEWAL OF STATE CAPITAL IMPROVEMENT PROGRAM FOR LOCAL INFRASTRUCTURE PROJECTS RECOMMENDATION: That Council approves a Resolution of Support for the renewal of the State Capital Improvement Program (SCIP), administered by the Ohio Public Works Commission (OPWC). BACKGROUND: The Ohio Municipal League (OML) has asked local governments to enact a Resolution of Support for the Renewal of the State Capital Improvement Program, which will be on the May 6 ballot. This program is administered by the Ohio Public Works Commission to provide funding assistance for infrastructure projects. For nearly 40 years, this program provided over $7 billion for improvements to keep Ohio's roads and bridges safe and in good condition for residents, first responders, and all motorists traveling on Ohio roadways, and to improve local wastewater treatment. water supply, and stormwater infrastructure in all 88 Ohio counties; For Troy, in the last decade, funding assistance of approximately $5,8975,00 has been received to help with ten infrastructure improvements. Some projects that have been awarded funding assistance include N. Market Street Phases I and II, Riverside Drive Phases I, II, Ill and IV, McKaig Road Phases I, 11, Ill and IV, Stanfield Road Phase I and 11, and West Main Street Phase II. Funding participation is anticipated for the Riverside Drive/Adams Street/Staunton Road Roundabout and for the improvements of the intersection at West Main Street and Stanfield Road. Without this funding, some of these improvements would not have yet occurred. Titterington, Director of Public Service and Saf DATE: March 6, 2025 SUl;3JECT: AUTHORIZATION TO PURCHASE PROPERTY RECOMMENDATION: That the Director of Public Service and Safety is authorized to purchase a total of 0.6750 acres located at 330 Crawford Street at a cost of $205,000. BACKGROUND: As staff was working on a layout for improvements to Heminger Park, it was noted that if the adjacent property could be purchased and added to the park there would be an opportunity to further enhance the recreational improvements to the park. Staff spoke with the property owner of 330 Crawford Street and had an appraisal performed. The owner has verbally agreed to sell the 0.6750 total acre parcel to the City for $205,000, which is the amount of the appraisal. A map showing the parcel to be purchased is attached. While this·purchase was not included in the 2025 budget, funds are avallable with the fund balances. It is noted that this may need to be included in a future reappropriation. The purchase will be subject to a Phase I Environmental Review. There is a structure on the parcel, which will be vacant in June. In the future, the structure will be demolished. Also, at some point, there will be a recommendation to Council that Crawford Street be vacated from Herrlinger Way to East West Street, as this small roadway area can also be incorporated into the park redevelopment. Titterington, Director of Public Service and Safety '1»- DATE: March 7, 2025 SUBJECT: PRESENTATION BY LJB, INC. REGARDING DOWNTOWN SAFETY, STREETSCAPE, AND UTILITIES IMPROVEMENT PROJECT BACKGROUND: As you are aware, in October of 2024 Council authorized a professional services agreement with the engineering firm of LJB, Inc. to complete the final design of the Phase 2 Downtown Safety and Streetscape Project. The scope of work includes the design of the project, preparation of plans and specifications for bidding, and an estimate for the bidding of the project. Since October, meetings have been held with focus groups and the public and citizens have also been able to submit on-line comments related to the possible designs. At the March 1O meeting, representatives of LJB will present the schematic design recommendations. It is important that staff and LJB receive consensus by City Council on a final design so that the plans and specifications can be finalized and a construction estimate provided for bidding purposes. REQUESTED ACTION: We are not requesting any legislative action at this time. Rather, we are asking for public and City Council comments and input for the design to be completed.
