Titterington IVT' DATE: April 10, 2025 SUBJECT: NEGOTIATING FOR STREET LIGHTING CONTRACT RECOMMENDATION: That Council authorizes the Miami Valley Communications Council (MVCC) to act on the behalf of Troy for the street lighting contract. BACKGROUND: Troy's current contract for street lighting with Miami Valley Lighting and AES Ohio expires at the end of this year. For the most recent ten-year contract, and the prior contract, Troy has been one of a number of area communities negotiating the street lighting contract through MVCC. A regional coalition allows for a uniform approach to the upcoming contract negotiations, provides leverage in negotiating reasonable rates and provisions for street light services, and ensures consistent contract provisions for cities across the region. MVCC recently held a meeting to discuss the upcoming street light contract negotiations. MVCC in the past has taken the lead in negotiating the street lighting contract for its member cities and affiliate members. To prepare for the upcoming negotiations, MVCC has retained M. K. Pope Engineering, LLC to complete a rate analysis and a review of maintenance practices for the current street light system. MVCC has also retained attorney Michael McNamee to provide legal review of the current streetlight contract and Ohio Revised Code provisions relevant to the contract along with assistance with the upcoming contract negotiations. Both McNamee and Pope provided similar services for the negotiation of the expiring ten-year contract. The estimated cost of professional services associated with this set of negotiations is $60,000. MVCC will cover one-third of those costs and any additional fees, and the participating jurisdictions will pay the remaining costs based upon population. Troy's estimated participation cost is $2, 148. MVCC anticipates that twenty-four political subdivisions will participate in this joint effort for a new contract. Each participating city needs to enact legislation expressing their intent to negotiate jointly for street light services, following which formal notice will be provided to the current contractor. MVCC has asked that those communities that intend to be part of the negotiations for the next contract provide authorization by the end of May. REQUESTED ACTION: It would be appreciated if you would assign to a Committee of Council expressing the intent of the City of Troy to negotiate jointly with other cities in the region on one price schedule under which street lighting services shall be provided. RECREATION & PARKS COMMITTEE  TR 8 Y Patrick E. Titterington, Director of Public Service and Safetyf1 ~ DATE: April8,2025 SUBJECT: REQUEST COUNCIL TO AUTHORIZE BIDDING FOR REPLACEMENT BUCKET TRUCK FOR THE PARK DEPARTMENT RECOMMENDATION: That Council accepts the recommendation of the Board of Park Commissioners and recommends that the Board be authorized to advertise for bids and enter into a contract for a replacement bucket truck for the Park Department in an amount not to exceed $185,000. BACKGROUND: The 2025 budget includes $185,000 for a replacement bucket truck for the Park Department ($166,000 in the Park Budget, Fund 101.440 and $19,000 in the Robinson Reserve Fund, Fund 631). A 2002 bucket truck would be traded in or sold. As this is a specialty vehicle, it is not available through State Purchasing or an approved purchasing cooperative. Therefore, it will be necessary to formally bid the vehicle. At the April 8 meeting of the Board of Park Commissioners, the Board recommended that Council authorize the Board to bid the bucket truck.
