CITY OF TRUSSVILLE MINUTES OCTOBER 23, 2025 AGENDA WORKSHOP The incoming City Council had its organizational agenda workshop on Thursday, October 23, 2025, at 8 am in the City Hall Annex. Councilor & Mayor-Elect Ben Short presided. Those members present were as follows: Council President & Mayor-Elect Ben Short Councilor Jaime Anderson Councilor-Elect Kimberly Farr Councilor-Elect Ben Horton Councilor-Elect Brian Jackson Councilor-Elect Jim Miller Those absent: City Clerk Dan Weinrib They discussed the proposed agenda for November 3, including appointments for municipal judge, city attorney & city clerk, as well as term limits & the school board appointment process. Their meetings with department heads lasted until noon. They subsequently adjourned. NOVEMBER 3, 2025 ORGANIZATIONAL MEETING The City Council of the City of Trussville held its organizational meeting on Monday, November 3, 2025, at 6 pm at the Civic Center. City Clerk Dan Weinrib served as recording secretary. The six incoming officials, Judge Carl Chamblee & city clerk sat at the dais. Mayor-Elect Ben Short welcomed everyone. Dr. Derrick Jordan of Hope Everlasting Ministry performed the invocation; Scouts Pack 216 led the audience in the pledge. The city clerk introduced Judge Chamblee, who received warm & lengthy applause from the audience. Judge Chamblee then administered the Oath of Office to Councilor Anderson, Councilor Farr, Councilor Horton, Councilor Jackson, Councilor Miller, then Mayor Short. The audience applauded after each one’s oath. Acting temporarily as the presiding officer, the city clerk solicited a nomination for Council President from the five councilors. Councilor Miller moved & Councilor Jackson seconded the motion to elect Councilor Anderson. Upon roll call vote, UNANIMOUS except for Councilor Anderson, who abstained. Amidst the thunderous applause, the clerk, councilors & mayor each congratulated her. President Anderson then solicited a nomination for Council President Pro Tempore from her fellow members. Councilor Farr moved & Councilor Horton seconded the motion to elect Councilor Jackson. Upon roll call vote, UNANIMOUS except for Councilor Jackson, who abstained. Amidst the thunderous applause, the clerk, councilors & mayor each congratulated him. President Anderson then brought up the Rules of Procedure Ordinance, from which the City Council governs itself. Councilor Jackson moved & Councilor Miller seconded the motion to reaffirm the existing ordinance. UNANIMOUS President Anderson then introduced a resolution regarding the appointment of a municipal judge. Councilor Horton moved & Councilor Miller seconded the motion to appoint attorney & city resident Tommy L. McFarland, Jr. as municipal judge for a two-year term. UNANIMOUS Resolution No. 2025-54 Council President yielded to Mayor Short, as a point of personal privilege. He expressed his profound thanks to Judge Chamblee for his decades of service to the Trussville community. It was poignant. In his final act as municipal judge, Chamblee administered the Oath of Office to his colleague & mentee. The audience reacted with warm applause. President Anderson then introduced a resolution regarding the appointment of a city attorney. Councilor Jackson moved & Councilor Farr seconded the motion to appoint the law firm of Massey, Stotser & Nichols as city attorney. UNANIMOUS Resolution No. 2025-55 Managing firm partner Garrick (Rick) Stotser & partner Seth Cohen were in the audience. With the enacted resolution, the law firm continues its relationship with the city, dating back to November 2016. President Anderson then introduced a resolution regarding the appointment of a city clerk. Councilor Miller moved & Councilor Jackson seconded the motion to appoint Daniel Joseph Weinrib as city clerk. UNANIMOUS Resolution No. 2025-56 Amidst the loud applause from the audience, the councilors & mayor each congratulated him on his reappointment. President Anderson then introduced a resolution regarding the city’s designated banks & financial institutions. Councilor Farr moved & Councilor Miller seconded the motion to continue relationships with Bryant, PNC, Raymond James, Regions, SouthPoint & Synovus banks. UNANIMOUS Resolution No. 2025-57 President Anderson then introduced a resolution regarding the city’s authorized bank signatories. Councilor Horton moved & Councilor Miller seconded the motion to appoint Mayor Ben Short, Councilors Anderson & Jackson, Finance Director Joseph Calvert & City Clerk Dan Weinrib as signatories to all general & restricted accounts, as well as Mayor Short, City Clerk Weinrib, Court Administrator Andrea Downing & Magistrate Supervisor Maria Bishop to the court’s accounts. UNANIMOUS Resolution No. 2025-58 President Anderson then announced that Councilor Jackson is the council’s appointment to the Planning & Zoning Commission. In this capacity, he succeeds Mayor Short. During Council & Mayor comments, Councilor Farr thanked her husband & family. She looks forward to serving Trussville. Councilor Horton thanked his family & city citizens. He referred to the newly installed elected officials as Trussville’s “Dream Team” Councilor Jackson thanked his wife & the community for this opportunity to serve. He has lived here for 30 years. Councilor Miller stated it was honor for him to be on the dais. He thanked family, both present & absent, for their support. President Anderson thanked her fellow councilors, the people of Trussville and her family for their support. Her husband Keith, their children & her father Gene Melton (Council 1992-1996, Mayor 1996- 2016) were in attendance. She also expressed appreciation for Mayor Choat, as well as Councilors Bright, Cook & Taylor. Mayor Short too acknowledged Mayor Choat, as well as Councilors Bright, Cook & Taylor, for their contributions to Trussville. He thanked family, friends & neighbors for their support. He told the audience, “We’re here for all of you.” Mayor Short announced that going forward, the start time for Council agenda workshop will always be at 5:30 pm. Because of Thanksgiving week, the next Council meeting will occur on November 20, immediately after the agenda workshop adjourns. Founding Pastor Steve McCarty of Faith Community Fellowship delivered the benediction. With no business remaining, President Anderson adjourned the meeting at 6:26 pm.
