CITY OF TRUSSVILLE MINUTES DECEMBER 9, 2025 AGENDA WORKSHOP The City Council met in an agenda workshop on Tuesday, December 9, 2025, at 5:30 pm to review the proposed agenda for its next regular session. Council President Jaime Melton Anderson presided over the meeting and Dan Weinrib served as recording secretary. Those members present were as follows: Council President Jaime Melton Anderson Councilor Ben Horton Councilor Kimberly Farr Councilor Brian Jackson Councilor Jim Miller Others present in their official capacity: Mayor Ben Short City Attorney Rick Stotser City Clerk Dan Weinrib The City Council determined the order of consideration. There were no items on the consent agenda. Councilor Miller made known his opposition to unanimous consent for suspending the rules on a proposed ordinance involving the sale of City IDA property, as well as any future ordinances involving the city’s purchase or sale of real estate. Discussion ensued between him & Mayor Short. At Councilor Miller’s request, the Council agreed to give a proposed ordinance involving IDA property only an introductory first reading. It will come up for consideration at a subsequent meeting. The Council spent over a half hour discussing the future composition of the school board screening committee. President Anderson, who is the council’s liaison to the city school board, had circulated various ideas to Mayor Short & her elected colleagues. Each councilor took turns spelling out his or her visions of its size & its process for reviewing & evaluating prospective candidates, to refer over to the City Council. Councilor Miller opposed all suggested plans. He made his own suggestions. Though they did not reach full agreement on everything, the majority did appear to agree on the size of the screening committee (five) & that prospective candidates’ identifying information would remain redacted during some of the review process. Mayor Short committed to tweaking his plans based on their feedback, with the goal of meeting one more time to finalize, prior to January. With no further items to discuss, President Anderson adjourned workshop at 6:12 pm. DECEMBER 9, 2025 REGULAR SESSION The City Council of the City of Trussville met in regular session on Tuesday, December 9, 2025, at 6:15 pm at the City Hall Annex, with Council President Jaime Melton Anderson presiding and Dan Weinrib serving as recording secretary. President Anderson called the meeting to order. Councilor Horton led the prayer; Councilor Miller led the pledge. Those members present were as follows: Council President Jaime Melton Anderson Councilor Ben Horton Councilor Kimberly Farr Councilor Brian Jackson Councilor Jim Miller Others present in their official capacity: Mayor Ben Short City Attorney Rick Stotser City Clerk Dan Weinrib They reviewed the minutes from the November 20 agenda workshop & regular session. Mayor Short pointed out a mix-up where the clerk stated the 2040 Plan, instead of the Comprehensive Plan. Councilor Horton moved & Councilor Miller seconded the motion to approve the minutes, as corrected. UNANIMOUS President Anderson then introduced the regular agenda. Councilor Farr moved & Councilor Horton seconded the motion to approve the regular agenda. UNANIMOUS There were no public comments.  Under the regular agenda, Councilor Miller introduced a proposed proclamation declaring December 13 as Wreaths Across America Day in Trussville. He moved & Councilor Jackson seconded the motion to approve the proclamation. UNANIMOUS Proclamation No. 2025-23 There was a brief recess for a group picture with Veterans Committee member John Griscom, who leads the wreaths project every year in Trussville. He & volunteers will place over 1200 wreaths at the gravesites of veterans around the city. When President Anderson resumed the meeting, Councilor Horton introduced a proposed ordinance He moved & Councilor Miller seconded the motion for unanimous consent to suspend the rules & consider an ordinance immediately. Upon roll call vote, UNANIMOUS He then moved, & Councilor Miller seconded the motion, to establish a city mural ordinance. Mayor Short recognized the Leadership HT group in the audience, giving them credit for the idea. Upon roll call vote, UNANIMOUS Ordinance No. 2025-037-ADM Councilor Farr then gave an introductory first reading on a proposed ordinance, to declare certain property within the city industrial park as surplus, then sell to B4 Development LLC, doing business as Milam & Company. Councilor Jackson then introduced a proposed ordinance. He moved & Councilor Farr seconded the motion for unanimous consent to suspend the rules & consider an ordinance immediately. Upon roll call vote, UNANIMOUS Councilor Jackson then made the motion, & Councilor Farr seconded, to annex the property located at 4380 Valley Road. Upon roll call vote, UNANIMOUS Ordinance No. 2025-038-ANX Councilor Jackson then introduced a proposed resolution to vacate temporary construction easements on Husky Parkway. He moved & Councilor Horton seconded the motion for approval. UNANIMOUS Resolution No. 2025-67 Councilor Farr then introduced a proposed resolution to declare various library printers & a laminator as surplus. She moved & Councilor Miller seconded the motion for approval. UNANIMOUS Resolution No. 2025-68 Councilor Miller then introduced a proposed resolution to declare an Inspections vehicle as surplus. He moved & Councilor Horton seconded the motion for approval. UNANIMOUS Resolution No. 2025-69 President Anderson opened a public hearing regarding a proposed vacation of a recorded yet undeveloped part of Anniston Avenue, between Alabama Boulevard & the Magnolia South neighborhood. Since nobody in the audience spoke up, she promptly closed the public hearing. Councilor Horton then introduced a proposed resolution to vacate a part of Anniston Avenue. He moved & Councilor Farr seconded the motion for approval. UNANIMOUS Resolution No. 2025-70 During committee reports, Councilor Horton deferred his reports, then noted that the Tree Commission has ordered 42 trees for its giveaway event next month. Councilor Jackson also deferred his reports. Councilor Miller also deferred his reports. Councilor Farr also deferred her reports, then mentioned that the annual Christmas parade will start at 2 pm on December 13. Councilor Anderson also deferred her reports. She noted that December 11 is Government Day for Leadership Trussville. She also thanked city leaders & community for showing up at the dedication of the new Roberts Stadium dedication. Mayor Short also deferred his reports. There were no audience comments. With no further business left to consider, President Anderson adjourned the meeting at 6:32 pm.
