This is the time for citizens to comment on items within the jurisdiction of the Committee. The Committee cannot
legally discuss or take official action on citizen comments that are introduced today. Each speaker will be allowed 3
minutes, with a maximum of 10 minutes per item, unless otherwise extended by the Committee.
IV. COMMUNICATIONS
Communications are to be submitted 10 days prior to a meeting to be considered for this section of the Agenda. No
action will be taken on matters listed under Communications; however, the Committee may direct staff to schedule
issues raised during Communications for a future agenda. Citizen comments will be limited to 3 minutes per topic,
unless otherwise extended by Committee.

VI. CONSENT CALENDAR
All Consent Calendar items are considered routine and will be enacted in one motion. There will be no separate
discussion of these matters unless a request is made, in which event the item will be removed from the Consent
Calendar to be discussed and voted upon by a separate motion.
1. Approve Committee minutes of February 26, 2018 regular meeting.
2. Approve Committee minutes of October 22, 2018 regular meeting.
Motion was passed to approve the minutes from the February 26, 2018 and October 22, 2018
Aviation Commission meetings.
VII. GENERAL BUSINESS
(1) New Committee Member, John Arriola
Mr. Arriola is a Tulare resident and aircraft owner. Joined the committee to learn
about the functions and budgets and how they work for the City.
(2) Laspina Street Lights / Caltrans Inspection
The last 4-5 Caltrans inspections have shown that the street lights along Laspina
are too high. There has been a negotiation taking place between the City of Tulare
and Southern California Edison for the last two years, but Edison has not been
very cooperative due to their standards for street lights. Most likely, the lights will
be removed altogether. The City of Tulare is going to try to negotiate with Edison
to leave the electric and the pads there in hopes of getting the new property owner
of the Tulare Golf Course to put in another type of lighting.
(3) Review of 5 Year Capital Improvement Projects (CIP)
Will be combining multiple projects in order to get better bids on projects. Projects
to be done are: Relocating the segmented circle, the main hangar/main apron
rehabilitation, and restrooms. The timeline for the apron and relocating the
segmented circle is expected to begin construction by spring of 2020.
(4) Loss of VIS VOR Preparations / LPV Approach
Could potentially lose the Visalia VOR within the next 12 months. The impact would
be that we would lose the Instrument Department Procedure, meaning that
you would be able to fly in, but would not be able to get out. An application
has been made for LPV Approach, but it could be 18 months to 2 years out.
(5) AG Show Preparation
We are requesting the same frequencies that we operated on during the AG Show
2019. Volunteers have been lined up. Currently there is 8 volunteers committed to
the Ag Show. 14 signed up to volunteer, but only 8 have participated in the safety
class. There will be multiple drones flying over this year.
