Aviation Commission Meeting

MINUTES CITY OF TULARE AVIATION COMMITTEE Monday, July 22, 2019 at 6:00 p.m. CITY HALL COMMUNITY ROOM 411 East Kern Avenue Mission Statement To promote a quality of life making Tulare the most desirable community in which to live, learn, play, work, worship and prosper. I. CALL TO ORDER Chairman Roberts called the meeting to order at 6:05pm. II. PLEDGE OF ALLEGIANCE Chairman Roberts led the Pledge of Allegiance. III. CITIZEN COMMENTS This is the time for citizens to comment on items within the jurisdiction of the Committee. The Committee cannot legally discuss or take official action on citizen comments that are introduced today. Each speaker will be allowed 3 minutes, with a maximum of 10 minutes per item, unless otherwise extended by the Committee. There were no citizen comments. IV. COMMUNICATIONS Communications are to be submitted 10 days prior to a meeting to be considered for this section of the Agenda. No action will be taken on matters listed under Communications; however, the Committee may direct staff to schedule issues raised during Communications for a future agenda. Citizen comments will be limited to 3 minutes per topic, unless otherwise extended by Committee. There were no communications for this meeting. V. STUDENT REPORTS No students were present during this meeting. VI. CONSENT CALENDAR All Consent Calendar items are considered routine and will be enacted in one motion. There will be no separate discussion of these matters unless a request is made, in which event the item will be removed from the Consent Calendar to be discussed and voted upon by a separate motion. 1. Approve Committee minutes of 01/28/2019 regular meeting. Motion was passed to approve the minutes from the January 28, 2019 Aviation Commission meeting. VII. GENERAL BUSINESS (1) New Street Lights on Laspina Southern California Edison has replaced the street lights along Laspina, parallel to the airport runway. The original lights along Laspina were approximately 3 feet too  tall. Southern California Edison will be recognized at the next City Council meeting to show appreciation for covering the expense on this project. (2) Caltrans Inspection / South End Tree Mitagation There was a recent inspection done by Caltrans of the airport and they determined that the bushes and the trees that align the oak bayou are too tall. The trees and bushes that were determined to be too tall are part of the oak bayou preservation area and it is controlled by the Department of Fish and Game and requires a special permit in order to go in and take care of the vegetation. The permit is very expensive. Tulare County has a permit that will allow us to use their permit to go in and trim the trees, however the issue is that their permit won’t be valid until approximately October 2019. The second issue is that this will be during nesting season of certain migratory birds, so essentially pruning the trees won’t take place until approximately January 2020. (3) Review of 5 Year Capital Improvement Projects (CIP) / Main Ramp (4) Airport Restrooms Items 3 and 4 were combined for discussion. Airport Restrooms have officially been approved for budget. Councilman Mederos has become the voice for this particular project with the City Council. Preliminary plans for a prefabricated restroom from CTX were shown to the Aviation Committee for discussion by Airport Manager, Steve Bonville. The prefabricated restroom is ADA compliant, built to California earthquake standards and they are made out of a composite concrete, making them fireproof. The restrooms are 2 unisex opposed restrooms with a center area for a maintenance room. The proposal is for the restrooms to be placed adjacent to the self-fueling island. ADA parking will be required for the restrooms. Estimated date of completion is by end of year 2019. This project has been budgeted and Steve Bonville is confident there will be plenty of funds to complete this project. One of the airport tenants has contacted Councilman Mederos, asking that we maybe shorten the scale of the restroom to a single restroom so that we could use some of the budget money for matching funds to rehabilitate the main ramp. Rehabilitation of the main ramp is on the 5 year Capital Improvement Projects. It is an estimated 1.2 million dollars to rehabilitate the main ramp which would require a little over $100,000.00 of the Capital Improvement money for matching funds. Currently there is not enough funds to do both the restrooms and the main ramp at this time. There is no guarantee there will be funding for fiscal year 2021 to do whichever project does not get completed in this fiscal year. Even with going to a single stall restroom, that would not save enough funds in order to provide matching funds for the rehabilitation of the main ramp, therefore the restrooms would need to be put on hold in order to do the rehabilitation of the main ramp instead. The Aviation Committee unanimously agreed that the restroom project is the priority at this time and the rehabilitation of the main ramp will remain part of the 5 year Capital Improvement Projects. (5) Visalia VOR The FFA has negotiated a new lease on the Visalia VOR. The lease is a 5 year term. All the concerns of losing an approach and increasing the minimums goes  away. The Tulare Airport has put in an application for an RNP (Reduced Navigational Performance) approach. It will take an approximate 3 years for the application to be approved. VIII. ITEMS OF COMMITTEE INTEREST Gene Roberts will be resigning from the committee due to moving out of the city. IX.
