POLICE DEPARTMENT CITIZEN COMPLAINT REVIEW BOARD
April 13, 2021
A regular meeting of the Police Department Citizen Complaint Review Board was held
Tuesday, April 13, 2021, City Hall, 2nd Floor Training Room, 411 East Kern Avenue.
MEMBERS PRESENT: Maria Grijalva, Duane Goree, Xavier Avila, Charlie Ramos,
Karen Presant
MEMBERS ABSENT: Gene Avila Gene Chavez
STAFF PRESENT: Greg Merrill, Derek Burrell, Robyn Bumgarner
I. CALL TO ORDER
Vice-Chairwoman Karen Presant called the meeting to order at 5:34 p.m.
II. APPROVAL OF MINUTES
It was moved by Board Member Maria Grijalva, seconded by Board Member
Xavier Avila and 5 board members carried that the minutes of February 9, 2021,
meeting be approved as presented. Board Member Charlie Ramos abstained
from the vote.
III. CITIZEN COMMENTS
- None provided.
IV. BUSINESS:
- Meetings will continue to be conducted at City Hall’s Training Room under
Covid-19 compliant settings.
(1) General Discussion
Captain Greg Merrill advised that everything has been going really good at
the police department.
Charlie Ramos was introduced as the new board member of District #3
replacing Jesse Salcido.
Board Member Xavier Avila nominated Vice-Chairwoman Karen Presant for
Chairman of the Board, seconded by Board Member Duane Goree and
unanimously voted by the Board to elect Karen Presant as the new
Chairwoman.
Board Member Xavier Avila nominated Board Member Duane Goree for
Vice-Chairman of the Board, seconded by Chairwoman Karen Presant and
unanimously voted by the Board to elect Duane Goree as the new Vice-
Chairman.
(2) Closed Session Regarding Complaint/Investigation Review
Chairwoman Karen Presant adjourned the meeting to closed session at
5:37 p.m. for review of completed investigations for Complaint #1703 and
Complaint #1705.
(3) Reconvene
Chairwoman Karen Presant reconvened the meeting at 6:31 p.m. in
reference to the completed investigations reviewed:
Complaint #1703 – It was moved by Board Member Xavier Avila, seconded
by Board Member Charlie Ramos and unanimously agreed to accept
withdraw of complaint; during the investigation, the complainant withdrew
complaint.
Complaint #1705 – It was moved by Board Member Xavier Avila, seconded
by Board Member Charlie Ramos and unanimously agreed to accept the
findings of the investigation presented.
V. ADJOURNMENT
There being no further business, the meeting was adjourned at 6:34 p.m. The
next meeting is scheduled for May 11, 2021.
