Citizen Complaint Review Board Meeting

MINUTES POLICE DEPARTMENT CITIZEN COMPLAINT REVIEW BOARD MAY 12TH, 2026 A regular meeting of the Police Department Citizen Complaint Review Board was held at 5:30 PM on Tuesday, May 12th, 2026, at City Hall, City Manager’s Conference Room, 411 East Kern Avenue. MEMBERS PRESENT: Karen Presant, Brady Brown, Jennifer Burcham, Jennifer Hales, Danny Giotto, Julie Leighty, MEMBERS ABSENT: Duane Goree STAFF PRESENT: Raymond Guerrero, Christopher Hinz, Jessica Stanley I. CALL TO ORDER Chairwoman Presant called the meeting to order at 5:30 PM. II. APPROVAL OF MINUTES The minutes of the previous meeting were read. A motion to approve the minutes with the amendment was made by Board Member Leighty and seconded by Board Member Burcham. The vote was unanimous to approve the minutes. III. CITIZEN COMMENTS There were no comments provided. IV. BUSINESS: (1) General Discussion Captain Guerrero reported that the department has successfully filled its vacant Captain position with an external candidate, marking the first time in Tulare Police Department history that a Captain has been hired from outside the organization. The new Captain brings 22 years of law enforcement experience and a wealth of knowledge that will benefit the department and community. Captain Guerrero also shared that department staffing levels are the strongest they have been in many years, with approximately 8–9 officers assigned to patrol on each shift and additional officers expected to join the department in the near future. This increased staffing has allowed the department to begin backfilling specialized assignment positions.  Additionally, the City is nearing completion of its new homeless encampment, which is expected to accommodate approximately 125–200 individuals. Residents of the encampment will have access to mental health and support services, and all participants will undergo screening processes, including warrant checks, before being admitted. Captain Guerrero also highlighted the department’s ongoing efforts to maintain a visible presence at community events, including downtown activities and Concerts in the Park, as the number of public events continues to increase throughout the City. (2) Appointments/Reappointments to the Board (if any) (3) Closed Session Regarding Complaints/Investigations Chairwoman Presant adjourned the meeting to closed session at 5:40 PM for review of Citizen Complaints #1778, and #1779 and Investigation #1773. (4) Summary Complaint #1778 –– A motion was made by Board Member Burcham and seconded by Board Member Giotto that the complaint was not within scope of authority. The motion passed unanimously. Complaint #1779 –– A motion was made by Board Member Giotto and seconded by Board Member Leighty that the complaint was within scope of authority. The motion passed unanimously. Investigation #1773 –– A motion was made by Board Member Burcham and seconded by Board Member Brown that they agree with the findings of the investigation. The motion passed unanimously. Investigation #1775 –– A motion was made by Board Member Brown and seconded by Board Member Burcham that they agree with the findings of the investigation. The motion passed unanimously. Closed session was reconvened back to open session at 6:42 PM. VI. ADJOURNMENT There being no further business, the meeting was adjourned at 6:43 PM.
