ACTION MINUTES OF TULARE
CITY COUNCIL, CITY OF TULARE
November 7, 2017
A joint session meeting of the City Council, City of Tulare was held on
Tuesday, November 7, 2017, at 6:00 p.m., in the Tulare Public Library & Council
Chambers, 491 North “M” Street.
COUNCIL PRESENT: Carlton Jones, Maritsa Castellanoz, David Macedo, Greg
Nunley, Jose Sigala
BOARD PRESENT: Kevin Northcraft, Mike Jamaica, Senovia Gutierrez and Xavier
Avila
STAFF PRESENT: Joe Carlini, Heather Phillips, Cameron Long, Janice Avila, Barry
Jones, Steve Bonville, Rob Hunt, Josh McDonnell, Michael Miller, Darlene
Thompson, Trisha Whitfield, Melissa Hermann
I. CALL TO ORDER JOINT SESSION
Mayor Jones and Chair Northcraft called the joint meeting to order at 6:03 p.m.
II. PLEDGE OF ALLEGIANCE AND INVOCATION
Steven Case led the Pledge of Allegiance and an invocation was given by Donnie
Smith.
III. CITIZEN COMMENTS
Mayor Jones and Chair Northcraft requested those who wish to speak on matters
listed on the agenda to do so at this time. He further stated comments related to
general business matters would be heard at the time that matter is addressed on the
agenda.
Dr. Patricia Drilling Phelps addressed the Council and Board regarding a letter that
was distributed before the meeting.
Trevor Lewis, representative from the Office of Assemblyman Mathis, read a letter
into the record.
Alberto Aguilar addressed the joint bodies regarding the Bond Oversight Committee
and the $85 million bond proceeds and distributed information on the Oversight
Committee Charter.

Deanne Martin-Soares addressed the joint bodies.
Jim Godoni addressed the joint bodies regarding the staff at the hospital.
Dr. Edward Henry addressed the joint bodies regarding the Economic & Fiscal
Impacts of the hospital.
IV. GENERAL BUSINESS
Comments related to General Business Items are limited to three minutes per
speaker, for a maximum of 30 minutes per item, unless otherwise extended by the
Council.
(1) Discussion between the Board of Tulare Local Healthcare District and the
Tulare City Council regarding if and how the City may assist the Hospital
Board with any current needs and a request seeking input for a letter from
the Tulare City Council to the Chairman of the State Audit Committee to
perform a formal audit on the Tulare Local Healthcare District Hospital
bonds and operations and approval of same. The joint bodies discussed the
current state of the hospital and gym. Following a lengthy discussion, it was
moved by Council Member Sigala, seconded by Council Member Nunley and
unanimously carried 5 to 0 to have Council draft and send a letter to the
California State Audit Committee requesting an audit of HHCA and the
construction bond and operations at the hospital and authorizing the City
Attorney’s office to communicate with the Board’s counsel regarding same.
It was moved by Council Member Sigala, seconded by Council Member Macedo
and unanimously carried 5 to 0 for Council to support and add their name to the
letter that was provided by Dr. Patricia Drilling Phelps addressed to the California
Department of Public Health with the change to the opening sentence from “we,
the undersigned” to “we, the members of the Tulare City Council.”
It was moved by Council Member Sigala, seconded by Council Member Macedo
and unanimously carried 5 to 0 for the Council to release a statement directed to
HCCA emphasizing that the Council requests HCCA to be fully cooperative and
supportive of the hospital Board of Directors during this transition.
It was moved by Council Member Sigala, seconded by Council Member Macedo
and unanimously carried 5 to 0 to approve City staff to provide technical support
to the hospital Board.

Mayor Jones and Chair Northcraft adjourned the joint meeting at 7:23 p.m.
