ACTION MINUTES OF TULARE
CITY COUNCIL, CITY OF TULARE
August 23, 2016
A special session meeting of the City Council, City of Tulare was held on
Wednesday, August 23, 2016, at 6:00 p.m., in the Tulare Public Library & Council
Chambers, 491 North “M” Street.
COUNCIL PRESENT: David Macedo, Maritsa Castellanoz, Shea Gowin, Craig
Vejvoda
COUNCIL ABSENT: Carlton Jones
STAFF PRESENT: Paul Melikian, David Hale, Janice Avila, Steve Bonville, Rob Hunt,
Fred Ynclan, Roxanne Yoder
I. CALL TO ORDER SPECIAL SESSION
Mayor Macedo called the special session to order at 6:00 p.m.
II. PLEDGE OF ALLEGIANCE AND INVOCATION
Police Captain Fred Ynclan led the Pledge of Allegiance, and an invocation was given
by Mayor Macedo.
III. CITIZEN COMMENTS- Comments from the public are limited to items listed on the
agenda (GC 54954.3a). Speakers will be allowed three minutes. Please begin your
comments by stating and spelling your name and providing your city of residence.
There were no public comments.
IV. GENERAL BUSINESS
Comments related to General Business Items are limited to three minutes per
speaker, for a maximum of 30 minutes per item, unless otherwise extended by the
Council.
(1) City Manager:
a. Consideration to adopt Resolution 16-46 providing for the appointment
of Maritsa Castellanoz-Munoz, District 2, to the office of City Council of
the City of Tulare that were to be elected on Tuesday, November 8, 2016
in accordance with California Elections Code §10229 for the remainder
of the term ending November 2018. Upon conversation with the City
Attorney Council Member Castellanoz recused herself from voting on this

matter. Council Member Vejvoda commented on the item and following those
comments moved to adopt Resolution 16-46 as presented, his motion was
seconded by Council Member Gowin without comment and carried 3 to 0
(Vice Mayor Jones absent, Council Member Castellanoz recused). Council
Member Castellanoz thanked her constituents, staff and stated her desire to
continue her work with the Council.

VI. ADJOURN SPECIAL SESSION
Mayor Macedo adjourned the special session at 6:09 p.m.
