ACTION MINUTES OF TULARE
CITY COUNCIL, CITY OF TULARE
December 6, 2016
A regular session meeting of the City Council, City of Tulare was held on
Tuesday, December 6, 2016, 2016, at 7:00 p.m., in the Tulare Public Library &
Council Chambers, 491 North “M” Street.
COUNCIL PRESENT: David Macedo, Carlton Jones, Maritsa Castellanoz, Shea
Gowin, Craig Vejvoda
COUNCIL ELECT: Jose Sigala, Greg Nunley
STUDENTS PESENT: Mirian Espinoza, Ashley Logue, Yash Bhakta
STAFF PRESENT: Paul Melikian, David Hale, Wes Hensley, Willard Epps, Janice
Avila, Darlene Thompson, Joe Carlini, Rob Hunt, Michael Miller, Steve Bonville,
Roxanne Yoder
I. CALL TO ORDER REGULAR SESSION
Mayor Macedo called the regular meeting to order at 7:00 p.m.
II. PLEDGE OF ALLEGIANCE AND INVOCATION
Council Members Vejvoda and Gowin led the Pledge of Allegiance, and an invocation
was given by Pastor Charles.
III. CITIZEN COMMENTS
Mayor Macedo requested those who wish to speak on matters not on the agenda
within the jurisdiction of the Council, or to address or request a matter be pulled from
the consent calendar to do so at this time. He further stated comments related to
general business matters would be heard at the time that matter is addressed on the
agenda.
Donnette Silva-Carter addressed the Council inviting them to the Chamber’s Holiday
Open House, December 14 from 5 – 7 p.m.
Kim Lee addressed the Council with his disappointment over the Interchange
decision.
IV. COMMUNICATIONS
There were no items for this section on the agenda.

V. CONSENT CALENDAR:
It was moved by Council Member Vejvoda, seconded by Vice Mayor Jones, and
unanimously carried that the items on the Consent Calendar be approved as
presented.
(1) Approve minutes of November 15, 2016 special/regular meeting(s).
(2) Receive Fact Finding Report and Recommendations by
Arbitrator/Factfinder Walter F. Daugherty in the matter of City of Tulare and
Tulare Police Officers Union dated November 23, 2016. [A copy of this
report is available for public review on the City of Tulare website and in the
Office of the City Clerk.]
VI. ACTIONS RELATED TO NOVEMBER 8, 2016, GENERAL MUNICIPAL ELECTION
AND ADMINISTER OATH OF OFFICE TO ELECTED COUNCIL MEMBERS:
a. Comments by Exiting Council Members.
b. Adopt Resolution 16-60 declaring the canvass of returns and results of the
general municipal election. Without discussion, it was moved by Council
Member Castellanoz, seconded by Council Member Vejvoda and unanimously
carried to adopt Resolution 16-60 as presented.
c. Administer Oath of Office to elected Council Members. Chief Deputy City
Clerk Roxanne Yoder administered the oath to Carlton Jones, Maritsa
Castellanoz, Jose Sigala and Greg Nunley.
d. Comments by elected Council Members.
e. Reorganization of the City Council – Mayor and Vice Mayor Selection.
Without discussion, it was moved by Council Member Castellanoz, seconded by
Council Member Sigala and unanimously carried to select Vice Mayor Jones to
serve as Mayor. It was further moved by Council Member Macedo, seconded by
Mayor Jones and unanimously carried to select Council Member Castellanoz to
serve as Vice Mayor.
f. Select additional attendee, if any, to attend the Tulare County Association
of Governments One Voice Trip in February 2017 and update on attendee(s)
for the New Mayors and Council Members Academy.
g. Review, discussion, selection and update of City Council Representation
on outside agency Boards and Committees List. Due to the time sensitive
nature of the TCAG representative and alternate it was moved by Council
Member Macedo, seconded by Council Member Nunley and unanimously carried
to select Vice Mayor Castellanoz to serve as the TCAG representative. It was
further moved by Vice Mayor Castellanoz, seconded by Council Member Nunley

and unanimously carried to select Council Member Macedo as the TCAG
alternate.
It was moved by Council Member Sigala, seconded by Vice Mayor Castellanoz to
continue, the balance of the items on Item g and h be continued to the meeting of
December 20, 2016.
h. Receive list of current Police Review Board Members for consideration of
reappointment and or replacement at either this meeting or, alternatively,
considered for appointment at the December 20 City Council Meeting
during Board, Commission & Committee Reappointments or Appointments.
VII. ADJOURN REGULAR MEETING
Mayor Jones adjourned the regular meeting at 7:57 p.m.

This is the time for citizens to comment on subject matters, not on the agenda
within the jurisdiction of the Tulare City Council. The Council Members ask that
you keep your comments brief and positive. Creative criticism, presented with
appropriate courtesy, is welcome. The Council cannot legally discuss or take
official action on citizen request items that are introduced tonight.
This is also the time for citizens to comment on items listed under the Consent
Calendar or to request an item from the Consent Calendar be pulled for
discussion purposes. Comments related to general business/city manager
items or public hearing items will be heard at the time the item is discussed or at
the time the Public Hearing is opened for comment.
In fairness to all who wish to speak, each speaker will be allowed three
minutes, with a maximum time of 15 minutes per item, unless otherwise
extended by Council. Please begin your comments by stating and spelling your
name and providing your city of residence.
IV. COMMUNICATIONS
Communications are to be submitted to the City Manager’s Office 10 days prior
to a Council Meeting to be considered for this section of the Agenda. No action
will be taken on matters listed under communications; however, the Council
may direct staff to schedule issues raised during communications for a future

agenda. Citizen comments will be limited to three minutes, per topic, unless
otherwise extended by Council.
V. CONSENT CALENDAR
All Consent Calendar Items are considered routine and will be enacted in one
motion. There will be no separate discussion of these matters unless a request
is made, in which event the item will be removed from the Consent Calendar to
be discussed and voted upon by a separate motion.
