CALL TO ORDER CLOSED SESSION Mayor Pro Tem Castellanoz called the closed session to order at 6:20 p.m. II. RECONVENE CLOSED SESSION Mayor Pro Tem Castellanoz reconvened from closed session at 7:19 p.m. V. CLOSED SESSION REPORT (if any) City Attorney David Hale advised there is no reportable action at this time. VI. ADJOURN CLOSED SESSION Mayor Pro Tem Castellanoz adjourned closed session at 7:20 p.m. VII. CALL TO ORDER REGULAR SESSION Mayor Pro Tem Castellanoz called the regular meeting to order at 7:20 p.m. VIII. PLEDGE OF ALLEGIANCE AND INVOCATION Council Member Sigala led the Pledge of Allegiance and an invocation was given by Pastor Sunderland. IX. CITIZEN COMMENTS Mayor Pro Tem Castellanoz requested those who wish to speak on matters not on the agenda within the jurisdiction of the Council, or to address or request a matter be pulled from the consent calendar to do so at this time. She further stated comments related to general business matters would be heard at the time that matter is addressed on the agenda. Dick Johnson addressed the Council with regard to the consideration of removing Board of Public Utilities (BPU) members at the upcoming March 21 meeting. He expressed he is unsure why it is happening. He provided an overview of his experience on the Board, serving 12 years on BPU 1990-95 and 2008 to present. He encouraged if the removal does occur, that replacement will be with members who have pertinent experience. Donnette Silva, representing the Tulare Chamber of Commerce, addressed the Council regarding upcoming Chamber events, including Grandma’s House ribbon cutting and Eco-T mix at TF Tire. Kent McNatt addressed the Council regarding upcoming events, including Central Valley Vietnam Veterans event on April 1st at the Ag Center, Tulare Historical  7628 Museum book signing by author Richard Zack on March 19th, Tulare County Office of Education 20th annual Lip Sync contest on March 31st at the Visalia Convention Center, Central Valley Vietnam Veterans 10th Annual Veterans Salute April 8th at Tulare Veterans Memorial, and encouraged attendance at the Veterans 9th annual parade on the first Saturday in November. Manuel Angel Galvez addressed the Council regarding a vacancy on the Tulare County Task Force on Homelessness. He stated this vacancy is for a representative from the City of Tulare. The Tulare County Board of Supervisors would like to collaborate with all partners regarding this issue and advised an application can be obtained from the Board of Supervisors website or by contacting him directly agalvez@tularehhsa.org, 264-8000; Council Member Sigala clarified that the vacancy is specific to the Community Development Director serving. X. COMMUNICATIONS There were no items for this section of the agenda. XI. CONSENT CALENDAR: It was moved by Council Member Sigala, seconded by Council Member Macedo, and carried 4 to 0 (Mayor Jones absent) that the items on the Consent Calendar be approved as presented. (1) Authorization to read ordinances by title only. (2) Approve minutes of February 21, 2017 special/regular meeting(s). (3) Adopt Ordinance 17-02 amending the zoning from Single Family Residential (R-1-7) to Retail Commercial (C-3) on 4.74 acres of vacant property located at the southwest corner of Cartmill and SR 99. (APN: 166- 240-008). (4) Adopt Resolution 17-12 authorizing the surplus of 15 City Vehicles and authorize the Finance Director/Treasurer to deposit any funds received in the general and/or enterprise funds of the City of Tulare. (5) Receive, review, and file the Monthly Investment Report for January 2017. XII. SCHEDULED CITIZEN OR GROUP PRESENTATIONS There were no items for this section of the agenda. XIII. MAYOR’S REPORT (1) Proclamation presentation in recognition of Arbor Day. Council Member Sigala presented the Proclamation to Community Development Director Rob Hunt.  7629 XIV. STUDENT REPORTS Ashley, Logue, Miriam Espinoza and Yash Bhakta reported on various school related activities. XV. GENERAL BUSINESS Comments related to General Business Items are limited to three minutes per speaker, for a maximum of 30 minutes per item, unless otherwise extended by the Council. (1) Public Hearing: a. Public Hearing to pass-to-print Ordinance 17-03 amending and replacing Title 7 Chapter 7.20, Sanitary Sewer System, of the Tulare Municipal Code, revising the pH levels referenced within said code. Interim City Manager Joseph Carlini provided a report for the Council’s review and consideration. Mayor Pro Tem Castellanoz opened the public hearing at 7:41 p.m. With no public comment presented, Mayor Pro Tem Castellanoz closed the public hearing at 7:41 p.m. Following comments, it was moved by Council Member Sigala, seconded by Council Member Macedo and carried 4 to 0 (Mayor Jones absent) to pass-to-print Ordinance 17-03 as presented. (2) City Manager a. Adopt Resolution 17-13 nominating a candidate to the San Joaquin Valley Air Pollution Control District Governing Board in accordance with procedures adopted by the Special City Selection Committee. Interim City Manager Joseph Carlini provided a report for the Council’s review and consideration. Following a brief discussion, it was moved by Council Member Nunley, seconded by Council Member Macedo and carried 4 to 0 Mayor Jones absent) to adopt Resolution 17-13 as presented. b. Select a Council primary/alternate representative to serve on the San Joaquin Valley Air Pollution Control District Special City Selection Committee. Interim City Manager Joseph Carlini provided a report for the Council’s review and consideration. Following discussion, it was moved by Council Member Sigala, seconded by Mayor Pro Tem Castellanoz and carried 4 to 0 (Mayor Jones absent) to select Council Member Sigala as the primary representative and Mayor Jones as the alternate to serve on the San Joaquin Valley Air Pollution Control District Special City Selection Committee. c. Appoint two Council members to serve with staff and two Board of Public Utilities members on an ad hoc team to provide input on the review and update of the Transportation System Planning Policy. Senior Project Manager Nick Bartsch provided a report for the Council’s review and consideration. Following discussion, it was the consensus of the Council that Council Member Sigala and Mayor Pro Tem Castellanoz serve on the ad hoc team as requested.  7630 XVI.
