ACTION MINUTES OF TULARE
CITY COUNCIL, CITY OF TULARE
April 6, 2017
A special session meeting of the City Council, City of Tulare was held on
Thursday, April 6, 2017, at 6:00 p.m., in the Tulare Public Library & Council
Chambers, 491 North “M” Street.
COUNCIL PRESENT: Carlton Jones, Maritsa Castellanoz, Greg Nunley, Jose Sigala
COUNCIL ABSENT: David Macedo
STAFF PRESENT: Joe Carlini, Darlene Thompson, Jason Bowling, Steve Bonville,
Roxanne Yoder, Melissa Hermann
I. CALL TO ORDER SPECIAL SESSION
Mayor Jones called the special session to order at 6:24 p.m.
II. PLEDGE OF ALLEGIANCE
Interim City Manager Joe Carlini led the Pledge of Allegiance.
III. CITIZEN COMMENTS- Comments from the public are limited to items listed on the
agenda (GC 54954.3a). Speakers will be allowed three minutes. Please begin your
comments by stating and spelling your name and providing your city of residence.
There were no public comments.
IV. GENERAL BUSINESS
Comments related to General Business Items are limited to three minutes per
speaker, for a maximum of 30 minutes per item, unless otherwise extended by the
Council.
(1) City Manager:
a. Appointment of Board of Public Utilities Members by the Mayor, two for
terms ending December 17, 2017 and two for terms ending December
31, 2019 to be confirmed by the Council as outlined in the Tulare City
Charter Section 52. Interim City Manager Joe Carlini provided an
introduction of the item for the Council’s review and consideration.
Mayor Jones invited Howard Stroman to address the Council as to his interest
to serve. Following Mayor Jones’ invitation it was moved by Vice Mayor

Castellanoz, seconded by Council Member Nunley and unanimously carried 4
to 0 (Council Member Macedo absent) to confirm the appointment of Howard
Stroman to the BPU.
Mayor Jones invited James Pennington to address the Council as to his
interest to serve. Following Mayor Jones’ invitation it was moved by Council
Member Nunley, seconded by Vice Mayor Castellanoz and unanimously
carried 4 to 0 (Council Member Macedo absent) to confirm the appointment of
James Pennington to the BPU.
Mayor Jones invited Gregory Blevins to address the Council as to his interest
to serve. Following Mayor Jones’ invitation it was moved by Council Member
Sigala, seconded by Council Member Nunley and unanimously carried 4 to 0
(Council Member Macedo absent) to confirm the appointment of Gregory
Blevins to the BPU.
Mayor Jones invited Erica Cubas to address the Council as to her interest to
serve. Following Mayor Jones’ invitation it was moved by Council Member
Sigala, seconded by Vice Mayor Castellanoz and unanimously carried 4 to 0
(Council Member Macedo absent) to confirm the appointment of Erica Cubas
to the BPU.
Mayor Jones stated that the final seat will be filled at the meeting on April 18,
2017.
V. ADJOURN SPECIAL SESSION
Mayor Jones adjourned the special meeting at 6:55 p.m.
