CALL TO ORDER SPECIAL BUDGET SESSION Mayor Jones called to order the special budget session at 6:24 p.m. VIII. SPECIAL BUDGET SESSION (1) Review and discuss the proposed 2017/18 budget documents and provide direction to staff thereto; and set the public hearing for budget adoption on June 20, 2017. Interim City Manager Joe Carlini provided an introduction of the item for the Council’s review and consideration. Finance Director Darlene Thompson provided a PowerPoint slide presentation for Council’s consideration. Human Resources Director Janice Avila provided a review of the 17/18 Personnel Budget Changes. General Services Director Steve Bonville provided a review of the 17/18 Fleet Control Budget. Senior Project Manager Nick Bartsch provided a review of the Projects Budget, including CIP. Questions and comments posed by Council addressed by staff.  7672 Council Member Sigala moved to request an item for review of true costs and recoupment of same related to the Ag Show, his motion failed for lack of a second. Council Member Sigala moved to add $12,500 to the proposed budget to pay the Tulare Kings Hispanic Chamber of Commerce (TKHCC) for services related to economic development on the West side, his motion failed for lack of a second. Mayor Jones moved to allow him and the Vice Mayor the opportunity to work with TKHCC on fostering the collaborative efforts between their organization and the Tulare Chamber of Commerce. It was seconded by Vice Mayor Castellanoz and carried 4 to 0 (Council Member Macedo absent). Council Member Sigala moved to add $10,000 to the proposed budget to fund Library outreach in Districts 1 and 2, his motion failed for lack of a second. Council Member Nunley requested staff consider allocating additional funding to economic development, suggesting a six-figure number; however, a specific number was not set. There was no vote or consensus articulated in response. Council Member Nunley moved to add $10,000 to the proposed budget to fund two training containers for the Fire Department. It was seconded by Vice Mayor Castellanoz and unanimously carried to approve as requested. Following discussion, it was moved by Council Member Macedo, seconded by Council Member Sigala and unanimously carried to set Tuesday, June 20, 2017 as the Public Hearing date to consider the adoption of the City of Tulare Budget. X. CALL TO ORDER REGULAR SESSION Mayor Jones called the regular meeting to order at 8:13 p.m. XII. PLEDGE OF ALLEGIANCE AND INVOCATION Richard Harmon led the Pledge of Allegiance and an invocation was given by Hector Alatorre. XIII. CITIZEN COMMENTS Mayor Jones requested those who wish to speak on matters not on the agenda within the jurisdiction of the Council, or to address or request a matter be pulled from the consent calendar to do so at this time. He further stated comments related to general business matters would be heard at the time that matter is addressed on the agenda. Donnette Silva Carter addressed the Council regarding the Downtown meetings with Greg Nunley advising of an upcoming facilitation meeting on June 13 to develop an action plan. Ms. Silva Carter also reminded the audience of the State of the City on May 19. Hector Alatorre addressed the Council regarding an upcoming event at Tulare Western High School on May 27 and introduced a few of his athletes. Raul Gallegos addressed the Council regarding homelessness in Tulare. Daniel Lawrence addressed the Council regarding homelessness in Tulare. XIV. COMMUNICATIONS There were no items for this section of the agenda. XV. CONSENT CALENDAR: It was moved by Council Member Sigala, seconded by Council Member Nunley, and unanimously carried that the items on the Consent Calendar be approved as presented with the exception of items 4 & 8. (1) Authorization to read ordinances by title only. (2) Approve minutes of May 2, 2017 special/regular meeting(s). (3) Approve the cancellation of the Tulare City Council meeting of Tuesday, July 4, 2017. (4) Establish the Measure I Citizen Oversight Committee as set forth in the November 2005 Ballot language and City Council Resolution 05-5261 and direct staff to solicit applications for appointment to this committee to be  7674 comprised of five Tulare residents selected by each of the five Council Members. Council Member Sigala pulled the item to ask when the recruitment would begin. Interim City Manager Joe Carlini advised that staff will start the process, similar to the appointment process for other Boards, tomorrow. With no further questions, it was moved by Council Member Sigala, seconded by Vice Mayor Castellanoz and unanimously carried to approve the item as presented. (5) Authorize the City Manager to execute Agreement Supplement No. 8, in the annual amount of $60,000 plus 4.8% administrative costs and expenses, with Townsend Public Affairs (TPA) public sector funding advocates to lobby for funding for City projects. (6) Authorize salary and benefit changes through June 2018 for the Police Management Group (Police Captain, Police Lieutenant and Police Sergeant Classifications), effective with the pay period beginning on July 8, 2017; and, authorize the City’s negotiating team (Human Resources Director, Police Chief and Finance Director) to execute a side letter agreement between the City of Tulare and the Police Management Group. (7) Adopt Ordinance 17-04 amending Section 9.12.019 of Chapter 9.12 of the City Code of Tulare entitled and pertaining to Prima Facie Speed Limits in the City of Tulare. (8) Approve the Parcel Map filed by Jasvir Singh for the division of land located at the southeast corner of Industrial Avenue and “K” Street for recordation, and accept all easements and dedications offered to the City as shown thereon. Council Member Macedo pulled the item to recuse himself due to owning property in the area. With no further discussion, it was moved by Council Member Nunley, seconded by Council Member Sigala and carried 4 to 0 (Council Member Macedo recused) to approve the item as presented. (9) Approve agreement Omar G. Siller to construct and finance utility connection and/or side walk, curb, gutter, and driveway construction and place costs thereof on property tax rolls in installments. XVI. SCHEDULED CITIZEN OR GROUP PRESENTATIONS XVII. MAYOR’S REPORT (1) Certificates of Recognition to Teens on Board Student City Council Members. Mayor Jones presented Mirian Espinoza and Yash Bhatka with Certificates of Recognition for their participation on the Teens on Board program. XVIII. STUDENT REPORTS Students reported on various school related activities.  7675 XIX. CONVENE JOINTLY AS TULARE CITY COUNCIL AND TULARE CITY COUNCIL ACTING AS THE SUCCESSOR AGENCY TO THE TULARE REDEVELOPMENT AGENCY – Mayor Jones convened jointly at 8:38 p.m. (1) Successor Agency: a. Recommend a purchase offer to the Oversight Board of the Successor Agency to the Tulare Redevelopment Agency for purchase of Assessor Parcel Number (“APN”) 169-140-013, Property #4 for the amount of $44,320 for the City of Tulare and to authorize the City Manager to sign all documents required for the sale and Legal Counsel to make any minor conforming changes. General Services Director Steve Bonville provided a report regarding both Items 1a and 1b for the Joint Bodies’ review and consideration. Following the report, it was moved by Council Member Macedo, seconded by Council Member Nunley and unanimously carried to approve as presented. b. Recommend a purchase offer to the Oversight Board of the Successor Agency to the Tulare Redevelopment Agency for purchase of Assessor Parcel Number (“APN”) 169-140-014, Property #5 for the amount of $58,880 for the City of Tulare and to authorize the City Manager to sign all documents required for the sale and Legal Counsel to make any minor conforming changes. It was further moved by Council Member Sigala, seconded by Council Member Macedo and unanimously carried to approve as presented. XX. ADJOURN AS TULARE CITY COUNCIL ACTING AS THE SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY AND REMAIN SEATED AS THE TULARE CITY COUNCIL – Mayor Jones adjourned as the Successor Agency and remained seated as the Tulare City Council at 8:40 p.m. XXI. GENERAL BUSINESS Comments related to General Business Items are limited to three minutes per speaker, for a maximum of 30 minutes per item, unless otherwise extended by the Council. (1) Police: a. Consideration to approve the Tulare Police Department’s Unmanned Aircraft System “Drone” program. Lieutenant Greg Merrill provided a report for the Council’s review and consideration. Captain Wes Hensley addressed Council’s question regarding accountability language being included within the proposed policy. Following the presentation, it was moved  7676 by Council Member Macedo, seconded by Council Member Sigala and unanimously carried to approve the item as requested. b. Review and discuss the City of Tulare Police Department’s response to homelessness in the City of Tulare. Sergeant Tim Ramirez provided a PowerPoint slide presentation for the Council’s review and consideration. Representatives from PATH, Tulare Kings Homeless Alliance and Family Services of Tulare County spoke to Council regarding their services. Informational item only. (2) Fire/Parks: a. Report and discussion on Tulare City Fire Department Standard Operating Procedure – Activation of Cooling/Warming Centers implemented January 20, 2012. Community Services Director Rob Hunt provided a report for the Council’s review and consideration. Council Member Sigala encouraged staff to reduce the temperature from 105 to 103 degrees and to update the Fire Department SOP by removing the reference to Edison reimbursement program. Staff advised that the SOP has been revised. Informational item only. (3) City Manager: a. Consideration of approving a Letter of Support of Assembly Bill 431 (Bigelow) Armories for the Homeless Initiative, an initiative that would amend current law to allow armories in California to be made available for the purpose of providing temporary shelter for homeless persons from October 15 through April 15 annually. Interim City Manager Joe Carlini provided a report for the Council’s review and consideration. Following discussion, it was moved by Council Member Sigala to approve the item as presented, his motion failed for lack of a second. b. Consideration of approving a Letter of Support of Senate Constitutional Amendment 3 (Dodd) which would lower the vote threshold for cities, counties, and library districts to issue bonds for library infrastructure projects from two-thirds to 55 percent. Interim City Manager Joe Carlini provided a report for the Council’s review and consideration. Following discussion, it was moved by Council Member Sigala to approve the item as presented, his motion failed for lack of a second. XXII. COUNCIL/STAFF UPDATES, REPORTS OR ITEMS OF INTEREST – GC 54954.2(3) Mayor Jones requested staff to provide a report at the June 6 meeting regarding the conditions and restrictions that were placed on the Pueblo Fest event and how those determinations were made.  7677 Council Member Sigala requested Council place on the next agenda an item to consider a Letter of Support for SB 687. With no objection stated, the item is placed on the June 6 agenda. XXIII. RECONVENE FROM CLOSED SESSION Mayor Jones reconvened from closed session at 10:59 p.m. XXV. CLOSED SESSION REPORT (if any) Mayor Jones advised that by a vote of 4 to 1, Heather N. Phillips was appointed to serve as City Attorney. Staff to work with Ms. Phillips on developing a contract to be placed on an upcoming agenda for consideration of approval by Council. XXVI.
