ACTION MINUTES OF TULARE
CITY COUNCIL, CITY OF TULARE
November 6, 2018
A regular session meeting of the City Council, City of Tulare was held on
Tuesday, November 6, 2018, at 7:00 p.m., in the Tulare Public Library & Council
Chambers, 491 North “M” Street.
COUNCIL PRESENT: David Macedo, Maritsa Castellanoz, Carlton Jones7:06 p.m., Jose

I. CALL TO ORDER REGULAR SESSION
Mayor Macedo called the regular meeting to order at 7:02 p.m.
II. PLEDGE OF ALLEGIANCE AND INVOCATION
Interim Police Chief Barry Jones led the Pledge of Allegiance and an invocation was
given by Interim City Manager Willard Epps.
III. CITIZEN COMMENTS
Mayor Macedo requested those who wish to speak on matters not on the agenda
within the jurisdiction of the Council, or to address or request a matter be pulled from
the consent calendar to do so at this time. He further stated comments related to
general business matters would be heard at the time that matter is addressed on the
agenda.
There were no public comments.

There were no items for this section.
V. CONSENT CALENDAR:
It was moved by Vice Mayor Castellanoz, seconded by Council Member Nunley
and carried 3 to 0 (Council Members Jones & Sigala absent) that the items on
the Consent Calendar be approved as presented.

(1) Authorization to read ordinances by title only.
(2) Approve minutes of October 16, 2018 regular meeting(s). [Submitted by:
R. Yoder]
(3) Declare Vicki Gilson’s seat on the Board of Public Utilities vacant and
direct staff to post the vacancy and solicit applications. [Submitted by:
W. Epps & R. Yoder]
(4) Adopt Resolution 18-56 approving revisions to the City of Tulare Street
Naming Policy to include criteria and procedures for the honorary naming
or renaming of intersections. [Submitted by: M. Anaya]
(5) Authorize the City Manager or designee to sign contract amendments
with 4Creeks of Visalia, CA in the amount of $34,785.00 for additional field
inspection services on the ‘O’ Street Improvement Project between
Bardsley Avenue and Pleasant Avenue; Project EN0076. [Submitted by:
J. Funk]
(6) Receive, review, and file the Monthly Investment Report for September
2018. [Submitted by: D. Thompson]
(7) Renew with minor changes the Concessionaire Agreement for fuel
services with Valley Aircrafts for a 5-year period for Tulare Municipal
Airport, and allow City manager to execute with any minor conforming
changes acceptable to the City Attorney. [Submitted by: S. Bonville]
(8) Adopt Resolution 18-57 authorizing the City Manager to apply for a Grant
from the State Off-Highway Motor Vehicle (OHMV) Division for Cycle Park
operating expenses for the years 2018 and 2019 and to sign all applicable
paperwork related to application of the grant. [Submitted by: S. Bonville]
(9) Approve Health Insurance Rates for Active and Pre 65 retirees and
authorize change in co-pay from $10 to $15, effective January 1, 2019.

(10) Grant permission for Tulare Public Library’s annual participation in the
national campaign, “Food for Fines,” which allows customers to reduce
their late fines by donating food and new coats to local agencies like the
Tulare Emergency Aid Council. [Submitted by: H. Clark]
(11) Adopt Ordinance 18-10 authorizing the City Manager to sign a twenty-five
(25) year term lease of property located on the City of Tulare, Wastewater
Treatment Plant to 1875 West St Solar, LLC, referred to as Borrego Solar
Systems, of San Diego, CA for the Solar Expansion Project approved on
September 4, 2018. [Submitted by: T. Whitfield]

(12) Approve the purchase of two (2) 35 foot, CNG powered low floor Transit
Buses from Gillig Manufacturing for the amount of $1,079,96.52.

(1) Community & Economic Development:
a. Council consideration and direction to staff on the request by Lionel
Jefferson for an allocation from the Social Services fund in the sum of
$1016.00 for the payment of fees and costs associated with the rental of
Zumwalt Park for a Labor of Love Outreach event to be held November
10, 2018. [Submitted by: T. Myers] Community Development Deputy
Director Traci Myers provided a brief report for the Council’s review and
consideration. With no further discussion it was moved by Council Member
Nunley, seconded by Vice Mayor Castellanoz and carried 3 to 0 (Council
Members Jones and Sigala absent) to approve the item as presented.

This is the time for citizens to comment on subject matters, not on the agenda within
the jurisdiction of the Tulare City Council. The Council Members ask that you keep
your comments brief and positive. Creative criticism, presented with appropriate
courtesy, is welcome. The Council cannot legally discuss or take official action on
citizen request items that are introduced tonight.
This is also the time for citizens to comment on items listed under the Consent
Calendar or to request an item from the Consent Calendar be pulled for discussion
purposes. Comments related to general business/city manager items or public hearing
items will be heard at the time the item is discussed or at the time the Public Hearing is
opened for comment.
In fairness to all who wish to speak, each speaker will be allowed three minutes, with
a maximum time of 15 minutes per item, unless otherwise extended by Council.
Please begin your comments by stating and spelling your name and providing your city
of residence.
IV. COMMUNICATIONS
Communications are to be submitted to the City Manager’s Office 10 days prior to a
Council Meeting to be considered for this section of the Agenda. No action will be
taken on matters listed under communications; however, the Council may direct staff to
