8267 ACTION MINUTES OF TULARE CITY COUNCIL, CITY OF TULARE February 2, 2021 A closed session of the City Council, City of Tulare was held on Tuesday, February 2, 2021, at 6:00 p.m., in the Tulare Public Library & Council Chambers, 491 North “M” Street. COUNCIL PRESENT: Dennis A. Mederos, Terry A. Sayre, Jose Sigala, Stephen C. Harrell, Patrick Isherwood STAFF PRESENT: Rob Hunt, Mario Zamora, Darlene Thompson, Janice Avila, Jose Rivas Jason Bowling, Roxanne Yoder 6:00 p.m. I. CALL TO ORDER CLOSED SESSION Mayor Mederos called closed session to order at 6:01 p.m. II. CITIZEN COMMENTS - Comments from the public are limited to items listed on the agenda (GC 54954.3a). Harrel, Patrick Isherwood STAFF PRESENT: Rob Hunt, Mario Zamora, Josh McDonnell, Michael Miller, Darlene Thompson, Trisha Whitfield, Matt Machado, Luis Nevarez, Traci Myers, Janice Avila, Jose Rivas, Jason Bowling, Nick Bartsch, Roxanne Yoder VII. CALL TO ORDER REGULAR SESSION Mayor Mederos called the regular session to order at 7:00 p.m. VIII. PLEDGE OF ALLEGIANCE AND INVOCATION Mayor Mederos led the Pledge of Allegiance and Vice Mayor Sayre led the invocation. IX. CITIZEN COMMENTS Mayor Mederos requested those who wish to speak on matters not on the agenda within the jurisdiction of the Council, or to address or request a matter be pulled from the consent calendar to do so at this time. He further stated comments related to general business matters would be heard at the time that matter is addressed on the agenda. Donnette Silva-Carter, Chamber CEO, addressed the Council regarding California Relief Grant application process and other COVID-19 related matters. X. COMMUNICATIONS City Manager Rob Hunt advised Council regarding an anonymous letter received January 26, 2021. XI. CONSENT CALENDAR It was moved by Council Member Sigala, seconded by Council Member Isherwood, and unanimously carried that the items on the Consent Calendar be approved as presented with the exception of item 4. (1) Authorization to read ordinances by title only. (2) Approve minutes of January 19, 2021 special/regular meeting(s). [Submitted by: R. Yoder] (3) Approve Parcel Map No. 2019-01 filed by Ronald Dominguez for the division of land located on the west side of Goble Court south of Bardsley 8269 Avenue for recordation, and accept all easements and dedications offered to the City. [Submitted by: M. Miller] (4) Approve Parcel Map No. 2020-04 filed by F&C Farming for the division of land located at the northwest corner of Prosperity Avenue and Mooney Boulevard for recordation, and accept all easements and dedications offered to the City. [Submitted by: M. Miller] Mayor Mederos pulled the item for clarification. City Engineer Michael Miller responded thereto. It was moved by Mayor Mederos, seconded by Council Member Isherwood, and unanimously carried to approve the item as presented. (5) Receive the monthly investment report for December 2020. [Submitted by: D. Thompson] XII. SCHEDULED CITIZEN OR GROUP PRESENTATIONS There were no items for this section of the agenda. XIII. MAYOR/COUNCIL REPORTS OR ITEMS OF INTEREST - G.C. 54954.2(3) Mayor Mederos advised that he has spoken with Tulare County Supervisor Pete Vander Poel regarding the scheduling of a future presentation from the County. Council Member Sigala commented on the $13.8 million in Federal funding that the County has received for mortgage, rental and utility assistance and would like to discuss with County Officials the option of Tulare receiving their fair share in the amount of approximately $1.5 million. XIV. GENERAL BUSINESS Comments related to General Business Items are limited to three minutes per speaker, for a maximum of 30 minutes per item, unless otherwise extended by the Council. (1) City Manager: a. Update, discussion and receive direction, if necessary, regarding COVID-19, etc. [Submitted by: R. Hunt] City Manager Rob Hunt provided an update for the Council’s review and consideration. Questions and comments made by Council and staff. XV. STAFF UPDATES AND FUTURE AGENDA ITEMS – GC 54954.2(3) City Manager Rob Hunt advised that he has been in contact with the Strategic Planning Facilitator Patrick Ibarra who will be providing a report from the two-day session in the coming week. Mr. Hunt advised once the report is received, he will agendize an item for the Council to receive, review and direct staff on scheduling a subsequent meeting for next steps. 8270 Council Member Sigala requested and received consensus for a report from staff on the City’s Transit System and an update from staff and legal counsel on Tesori. Council Member Sayre requested and received consensus to schedule a study session on homeless shelter siting criteria, date to be determined using an online scheduling application. City Manager Rob Hunt advised that he will have on future alternating agendas, for the Council’s edification, reports from staff on Community/Economic Development and Engineering/CIP Projects. XVI. On March 4, 2020, Governor Newsom proclaimed a State of Emergency in California due to the threat of COVID-19. On March 12 and 18, 2020, the Governor issued Executive Order N-25-20 and N-29-20, which temporarily suspends portions of the Brown Act addressing the conduct of public meetings. As such, Tulare City Council Meetings may include teleconference participation by some or all of the City Council Members and City staff. Pursuant to Executive Order N-20-20, teleconference locations utilized by City Council Members shall not be accessible to the public and are not subject to special posting requirements. For those individuals who choose not to shelter in place and attend the Council meeting, in an effort to promote social distancing, seating in the Council Chamber has been reduced to 12 available seats on a first come, first served basis.
