8055 ACTION MINUTES OF TULARE CITY COUNCIL, CITY OF TULARE October 1, 2019 A joint meeting of the City Council and the Tulare City School District Board was held on Tuesday, October 1, 2019, at 6:00 p.m., in the Tulare Public Library & Council Chambers, 491 North “M” Street. COUNCIL PRESENT: Jose Sigala, Dennis Mederos, Terry Sayre ABSENT: Carlton Jones, Greg Nunley STAFF PRESENT: Rob Hunt, Wes Hensley, Rodnie Roberts, Janice Avila, Craig Miller, Steve Bonville, Josh McDonnell, Michael Miller, Darlene Thompson, Trisha Whitfield, Nick Bartsch, Traci Myers, Brian Beck, Roxanne Yoder TCSD BOARD PRESENT: Melissa Janes, Irene Henderson, Daniel Enriquez, Teresa Garcia, Willard Epps STAFF PRESENT: Brian Hollingshead, Ira Porchia, Joyce Nunes, Paula Adair, Cheri Crook 6:00 p.m. I. CALL TO ORDER JOINT MEETING Mayor Sigala called the joint meeting to order at 6:01 p.m. TCSD Board President Janes called the joint meeting to order at 6:01 p.m. and sought a motion to adopt the agenda. It was moved by Board Member Garcia, seconded by Vice President Henderson, and unanimously carried to adopt the agenda as presented. II. PLEDGE OF ALLEGIANCE/INVOCATION Vice Mayor Mederos led the Pledge of Allegiance, and an invocation was given by Board Member Epps. III. INTRODUCTIONS IV. CITIZEN COMMENTS Mayor Sigala requested those who wish to address a matter on the agenda to do so at this time. No comments were provided. 8056 V. DISCUSSION TOPICS: • Joint Use Projects City Manager Hunt introduced the item for the Board’s and Council’s edification. Informational discussion ensued on the relationship between the agencies and joint use of facilities and property. Mayor Sigala mentioned exploring opportunities for grant funding to install outdoor body weight type, zero maintenance exercise equipment as a joint use effort between City parks and School property green space. • Student Safety Mayor Sigala introduced the item for the Board’s and Council’s consideration and areas where communication may be improved in critical incidents. Mr. Ira Porchia addressed the joint members regarding the relationship and communication between City Schools and the City Policy Department. Board President Hollingshead also indicated that City Schools also have a strong relationship with City Fire Department. Mayor Sigala noted the City’s efforts on introducing traffic calming measures near schools. City Manager Hunt mentioned joint funding efforts and identify needs through the City’s Transportation Management Team who can review priorities. Vice Mayor Mederos queried the Board’s comments on vaping and related products. Superintendent Hollingshead addressed and commented on the District’s wellness plans in place to educate students. Vice Mayor Mederos also requested input on the City’s consideration to adopt an Ordinance regulating recreational cannabis in the City. The Board unanimously expressed an objection related to recreational use within the City. Mayor Sigala mentioned a State grant that is being distributed throughout California, specifically to the Tulare County Office of Education and encouraged joint effort of the two bodies to encourage use of that grant toward reducing vaping in area youth. He further encouraged the District to have an art/writing contest regarding same, utilizing some of the social service funds that the City has to encourage the Office of Education to match funds toward a program of that nature. Mr. Porchia advised that the District has an educational piece that is administered when students are identified with illicit products. VI.
