Topic Speaker Time
I. CALL TO ORDER 4:04 p.m. Lisa Hollingshead 2
II. CITIZEN COMMENTS: This is the time for citizens to comment on items within the jurisdiction of Lisa Hollingshead 2
the Advisory Board. The Board cannot legally discuss or take official action on citizen comments that
are introduced today. Each speaker will be allowed 3 minutes, with a maximum of 10 minutes per item,
unless otherwise extended by the board. None
III. COMMUNICATIONS: Communications are to be submitted 10 days prior to a meeting to be Lisa Hollingshead 2
considered for this section of the Agenda. No action will be taken on matters listed under
Communications; however, the Board may direct staff to schedule issues raised during Communications
for a future agenda. Citizen comments will be limited to 3 minutes per topic, unless otherwise extended
by Board. None
IV. ITEMS OF STUDENT INTEREST Alejandra Alfaro 5

Alexandra reported that as editor of the journalism club at school, she would Arroyo
like to sell buttons at the FOL book sale. The profits would help to fund the

V. CONSENT CALENDAR: All Consent Calendar items are considered routine and will be Lisa Hollingshead 2
enacted in one motion. There will be no separate discussion of these matters unless a request is made,
in which event the item will be removed from the Consent Calendar to be discussed and voted upon
by a separate motion.
Approval of Minutes – January 17, 2018 Ellen motioned; Donna
seconded; all approved.
Policy updates-Library Card; Credit Card
The new Library Card Policy clarifies the different types of cards available and to whom they
apply.
The biggest changes to the fines and fees policy are the formatting and the prices for faxing,
scanning and lost processing fees.
Rob suggested that in the future when presenting policy changes, to have the current policy
with strikethrough in black of the portion to be changed, and the proposed adjustments in red.
The Library currently accepts credit cards for the passport execution fee. The new policy will
allow credit card payments for fines and fees also, with a minimum payment of $2.00. The
merchant fee is unknown. There was discussion that the $2.00 minimum was too low.
Ellen motioned to accept the policy changes with the reservation that we may adjust the $2.00

Community Services updates

Rob reported that the City Council looked over the budget. At the upcoming May 15 meeting
they will go over it line by line. The City currently has a $1.3 million deficit; projected to by $7 Heidi Clark
million in 5 years. They are trying to attract more sales, and therefore more sales tax dollars. 10
The Mayor has inquired about bringing back the Adult Literacy program. He was advised that it Library Staff
would cost around $100,000. 10

March had increases in door counts, passports and virtual visits to the library website. Our Wi-Fi Board Members
received a daily average of 222 visits & daily average repeat rate of 56%.
Programs & Outreach (COHS update; dashboard update; WiFi
update, Passport update, etc)
The passport execution fee went up $10.00 to $35.00. Staff is being trained to better
understand the passport requirements so they can provide well informed answers to questions.
We have a new Wi-Fi with lots of gigs.
COHS currently has 5 students and 2 prospective new students. Lisa will arrange for Jane to
speak at the August Kiwanis meeting, & invite school counselors to attend and learn about the
program in order to possibly help some parents of students.
The SRP grand prizes for youth will change from a Kindle Fire to a backpack stuffed with age-
appropriate goodies.
Security camera system will be updated: same cameras, more storage-1yr. The cost will be
shared: approximately $12,000 Library, $6,000 City Council.

VIII. ITEMS OF BOARD MEMBER INTEREST It was suggested to provide more training Lisa Hollingshead 2
on appropriate responses to overdue fine disputes. Molly has created a script for lost
book disputes; she will work on this as well.
