Tulare Public Library Advisory Board: Board of Directors Meeting Minutes
August 19, 2015 – Tulare Public Library – Charter Room (Minutes by Melissa Emerson)
Attendees: Lisa Hollingshead; Ellen Baker; Michelle Lippincott; Terry Sayre; Donna Schauland (Board
Members). Sara Brown; Jane Zikratch; Heidi Clark; Melissa Emerson (City Librarian and Librarians).
I. Call to Order: 4:05pm
II. Citizen Comments: None
III. Communications : None
IV. Items of Student Interest: Student Position is open.
V. Consent Calendar:
Approval of minutes - motion by Ellen; second by Donna.
VI. Scheduled Citizen or Group Presentations: None.
VII. General Business: Sara Brown
PowerPoint Presentation: Sara presented a summary of how Tulare Public Library has
grown within the Fiscal Year of 2014-2015. Included were statistics for programs and
services throughout the year, such as the new Veterans Resource Center, Summer Reading
Programs and Passport hours. Upcoming events are TPL’s 5-year anniversary celebration
on August 22nd and the Library Foundation fundraiser, “A Night at the Library,” on
September 28th.
RFP for Full-Time Security: The proposal for the funding of a full-time security guard at the
library will go before the City Council on Oct. 6th.
Locks on Public Bathrooms: The decision whether or not to unlock the public bathrooms
will be made in 3 months, depending on if there are any security issues within that time.
Flipster: New online service for magazines. Will be on the library’s website under eBooks.
Library Website: We are on the City’s website as a link to our “url.” Our website must
continue to be separate for the time being because our site has to be highly interactive.
VIII. Items of Board Member Interest: County Fair Day will be September 16th. Sara Brown will
also be out that day.
IX. Set Date and Time of Next Meeting: Originally set as September 16th, but because of
County Fair Day and Sara Brown being out, it was proposed that the meeting be held on
the third Wednesday of the month. Ellen motioned for postponement and Donna
seconded. Motion passed.
X. Adjournment: 4:55

I. CALL TO ORDER Lisa Hollingshead 2
II. CITIZEN COMMENTS: This is the time for citizens to comment on items within the Lisa Hollingshead 2
jurisdiction of the Advisory Board. The Board cannot legally discuss or take official action on
citizen comments that are introduced today. Each speaker will be allowed 3 minutes, with a
maximum of 10 minutes per item, unless otherwise extended by the board.
III. COMMUNICATIONS: Communications are to be submitted 10 days prior to a Lisa Hollingshead 2
meeting to be considered for this section of the Agenda. No action will be taken on matters
listed under Communications; however, the Board may direct staff to schedule issues raised
during Communications for a future agenda. Citizen comments will be limited to 3 minutes
per topic, unless otherwise extended by Board.

V. CONSENT CALENDAR: All Consent Calendar items are considered routine and will Lisa Hollingshead 2
be enacted in one motion. There will be no separate discussion of these matters unless a
request is made, in which event the item will be removed from the Consent Calendar to be
discussed and voted upon by a separate motion.
