Tulare Library Advisory Board Meeting Tulare Public Library | 475 North M Street | Tulare, CA October 21, 2015, at 4:00pm | TPL Charter Room (minutes) Facilitator: Lisa Hollingshead | Minutes: Heidi Clark Attendees: Lisa Hollingshead; Michelle Lippincott; Terry Sayre; Donna Schauland; Marissa Moya; Diana Moreno; Sara Brown; Heidi Clark; Melissa Emerson; Sarah Fly; Rosemary Navarro; and, Jane Zikratch City of Tulare Mission Statement: To promote a quality of life making Tulare the most desirable community in which to live, learn, play, work, worship and prosper Agenda Topic Speaker Time I. CALL TO ORDER meeting was called to order at approximately Lisa Hollingshead 2 4:05 pm by Lisa Hollingshead. This was followed by the introduction of the new student/Teens on Board members: Marissa & Diana; also Sr. Library Assistants Sarah Fly & Rosemary Navarro, who will be attending LAB meetings. II. CITIZEN COMMENTS: This is the time for citizens to comment on items within the Lisa Hollingshead 2 jurisdiction of the Advisory Board. The Board cannot legally discuss or take official action on citizen comments that are introduced today. Each speaker will be allowed 3 minutes, with a maximum of 10 minutes per item, unless otherwise extended by the board. None (the library was featured in the most recent issue of Enjoy magazine, from an interview Sara gave) III. COMMUNICATIONS: Communications are to be submitted 10 days prior to a Lisa Hollingshead 2 meeting to be considered for this section of the Agenda. No action will be taken on matters listed under Communications; however, the Board may direct staff to schedule issues raised during Communications for a future agenda. Citizen comments will be limited to 3 minutes per topic, unless otherwise extended by Board. None IV. ITEMS OF STUDENT INTEREST: Introduction of newly appointed Teens- Sara Brown & Sarah Fly 5 on-Board Student Representatives, Marissa Moya and Diana Moreno. Sara Fly & Melissa Emerson shared the new “Expectations & Responsibilities” guidelines they have developed for the Teens on Board. This will help all involved to grow and participate more fully in the life of the library. There was also a discussion regarding TAP and ways to recruit more volunteers, but also make it more available to students. Discussion of art magnet program which is coming to Tulare Union High School V. CONSENT CALENDAR: All Consent Calendar items are considered routine and will Lisa Hollingshead 2 be enacted in one motion. There will be no separate discussion of these matters unless a request is made, in which event the item will be removed from the Consent Calendar to be discussed and voted upon by a separate motion.  Approval of Minutes – August 19, 2015 Minutes of August 19th approved-Donna moved & Michelle seconded.  Sept. 16th Cancelled Due to Lack of Quorum VI. SCHEDULED CITIZEN OR GROUP PRESENTATIONS Lisa Hollingshead 2 none VII. GENERAL BUSINESS Lisa Hollingshead 3  Library Business: Sara Brown & Library 20 o Intro to Senior Library Assistants Staff o Request for early closure at 5pm instead of 7pm on the following pre-Holiday dates: 11/25; 12/23; and, 12/30. 10 o Monthly Report & Library Updates  Suggestions – Library Advisory Board Board Members Sara B provided an update on the status of the Security Guard contract. AAA was the only company to submit necessary paperwork in the time designated. The first guard was not a good fit. A new guard started today. Sara and staff working on developing best practices info for effective training and communication. City Council approved Food for Fines again. This year, will run from November 14 thru December 19th. Partnering with Tulare Emergency Aid again. 1 can=$1 or 1 coat (new or gently used)=$5. Patron may clear up to $10 total. No lost or damaged items; accounts in collections not eligible. Halloween Spooktacular went well. Good numbers for participation. Guest judge Kiera Bixler did a great job and has been asked to participate in other events. Review of the monthly stats. Summer had a big impact. Strategic Plan workshops—one held on 10/8, one scheduled for 10/22. Reaching out to community to help develop Library Strategic Plan. SWOT (strengths, weakness, opportunities and threats). Want to develop a mission statement that reflects where we will be 20 years out. Also develop Vision and Value statements. Also an interest in a possible second library site in that 20 year range; possibly a joint use facility with the schools Congratulations to Jane for receiving grant for California Online High School. There will be 10 scholarships-8 funded by the state and 2 by TPL. The program will start in January. Target population is 18-25 year-olds. Saturday, November 7th, TPL will host our first Veterans Day Fair. Several local vendors and services have been approached about participating. Program will start at 10, with opening remarks at 11am. “Falling into Art” contest—this year is open to all ages, including adults. Entries may be submitted thru November 7th. Awards ceremony will be held on November 19th. December 12th @ 9am will be Volunteer Recognition brunch, hosted by Tulare Library Foundation. Staff continues to look for ways to create meaningful opportunities for growth and development in this area. Sara will be speaking at CLA (CA Library Association) in Pasadena the first week of November regarding the success of VRC. Donna moved and Terry seconded Sara’s request that the library close at 5pm on 11/25, 12/23 & 12/30. Night @ Library made $22,700-approximately same as last year. VIII.
