Topic Speaker Time
I. CALL TO ORDER The meeting was called to order at 4:10pm. Lisa Hollingshead 2
Library Advisory Board members who were unable to attend the
Volunteer Brunch received their Certificate of Appreciation.
II. CITIZEN COMMENTS: This is the time for citizens to comment on items within the Lisa Hollingshead 2
jurisdiction of the Advisory Board. The Board cannot legally discuss or take official action on
citizen comments that are introduced today. Each speaker will be allowed 3 minutes, with a
maximum of 10 minutes per item, unless otherwise extended by the board. None
III. COMMUNICATIONS: Communications are to be submitted 10 days prior to a Lisa Hollingshead 2
meeting to be considered for this section of the Agenda. No action will be taken on matters
listed under Communications; however, the Board may direct staff to schedule issues raised
during Communications for a future agenda. Citizen comments will be limited to 3 minutes
per topic, unless otherwise extended by Board. None
IV. ITEMS OF STUDENT INTEREST Tulare Union H.S. has Literature Circles Marissa Moya & Diana 5
for the students. They discuss books, but are also interested in the Moreno
repurposing of old books into various art projects. They will speak
to the FOL regarding the possibility of selling these @FOL sales, as
well as assisting in craft days.
V. CONSENT CALENDAR: All Consent Calendar items are considered routine and will Lisa Hollingshead 2
be enacted in one motion. There will be no separate discussion of these matters unless a
request is made, in which event the item will be removed from the Consent Calendar to be
discussed and voted upon by a separate motion.
Approval of Minutes – November 18, 2015 Ellen moved &
Michelle seconded. Minutes for 11/18/2015 unanimously
approved.

Snapshot of Stats & Library Updates (Attachment A) Sara Sara Brown 10
reviewed the new Snapshot of Stats created by Janie
Mancillas. This shows the highlights of the different Library Staff 10
monthly library statistics. Sara will be presenting a report
on the City Survey at the up-coming City Budget Session.

They will be looking for guidance as to the importance of Board Members
the information generated and how the City would like
to proceed. Food For Fines generated 2089 pounds of
food and 157 coats. This is over 1000 lbs more food than
last year. While the City waived over $1300 in fines; Fines
& Fee Revenue actually went up a $1000 more from the
prior FY. Passport revenue is up 24% from this time last
fiscal year. One priority this year is Collection
Development. TPL will be creating a more definitive
arrangement of new books, similar to Fresno’s “New &
Now” collection. Heidi will work with System staff to
determine not just best sellers, but the TPL items with high
circulation. We will purchase multiple copies and
designate those to stay in-house only. (that is, they will
not be available to request by other libraries) TPL page in
Access Tulare was also noted. 2nd annual Non-profit
Round Table hosted by TPL on Friday, January 15. Good
attendance and lots of folks making connections to
partner with other organizations. All volunteers and
board members shall read and be aware of the Library’s
Safety and Emergency Procedures binders. Sara will
email info again if you did not receive it. Volunteer
Recognition Brunch was very nice. There was meeting of
TPL volunteer team and members of Sequoia Genealogy
Society and other internal library partners to discuss ways
to best work together to meet each other’s needs.
Discussion about the possibility of using service such as
Volunteer Match to look for special or target populations.
Jane gave a preview of the new Career On-Line High
School program. She received a grant funded by the
State Library and Gale-Cengage to promote this
program. Students, 19 and older, can apply. They will
earn an accredited high school diploma and career
certificate. Qualifying students must take 2 classes during
the first 30 days to determine fit. Students will have an on-
line mentor and support from library staff. TPL will be
offering 10 spots. The grant pays for 8. TPL will pay for 2.
Each are approximately $1100. Sara will be decorating a
table for the Chamber banquet. Strategic Plan questions
will be coming soon on Survey Monkey. Heidi is applying
for an ALA (American Library Association) grant entitled
“Thinking Money”. This will feature a several display
pieces that will be on-site for 6 weeks. Winning libraries
are also required to present at least 4 programs of a
financial nature (though not by someone currently in the
financial field). Terry has offered to present. It was also
suggested to have a panel discussion with parents and
teens.
Upcoming Programs & Outreach TPL will be partnering
with Grandma’s House for the Summer Reading Program,
“Read to Win”. 5th & 6th grade book talks will start in
March, on Thursdays. February 27th is our Dr Seuss
program. Looking for special guests, possibly Flora
Johnson from Grandma’s House. Veterans Resource
Center will have a 1 year anniversary and dedication on
February 20th. Council member Shea Gowin will host.
Mayor Macedo and other officials will be present. Jadon
Lippincott will present his essay on the importance of
veterans. Working on plans for the Spring Break—Come
Grow with TPL projects.
