Tulare Library Advisory Board Meeting Tulare Public Library | 475 North M Street | Tulare, CA September 21, 2016, at 4:00pm | TPL Charter Room Facilitator: Lisa Hollingshead | Minutes: Jane Zikratch Attendees: Lisa Hollingshead; Ellen Baker; Michelle Lippincott; Heidi Clark; Melissa Emerson; Sarah Fly; and, Jane Zikratch City of Tulare Mission Statement: To promote a quality of life making Tulare the most desirable community in which to live, learn, play, work, worship and prosper Minutes Topic Speaker I. CALL TO ORDER: 4:07 p.m. Lisa Hollingshead II. CITIZEN COMMENTS: This is the time for citizens to comment on items within the Lisa Hollingshead jurisdiction of the Advisory Board. The Board cannot legally discuss or take official action on citizen comments that are introduced today. Each speaker will be allowed 3 minutes, with a maximum of 10 minutes per item, unless otherwise extended by the board. NONE III. COMMUNICATIONS: Communications are to be submitted 10 days prior to a Lisa Hollingshead meeting to be considered for this section of the Agenda. No action will be taken on matters listed under Communications; however, the Board may direct staff to schedule issues raised during Communications for a future agenda. Citizen comments will be limited to 3 minutes per topic, unless otherwise extended by Board. NONE IV. ITEMS OF STUDENT INTEREST Marissa Moya Marissa reported that the Union homecoming is this week. They are having theme dress days all week. The Western homecoming will be next week. This is Marissa’s first Library Board meeting for 2016/2017. V. CONSENT CALENDAR: All Consent Calendar items are considered routine and will Lisa Hollingshead be enacted in one motion. There will be no separate discussion of these matters unless a request is made, in which event the item will be removed from the Consent Calendar to be discussed and voted upon by a separate motion.  Approval of Minutes – August 24th, 2016 Motion to approve–Ellen, second–Lisa, carried by all.  Approval of change to minimum volunteer age The Library Volunteer Committee recommended changing the minimum age for volunteers from 10 to 13. The change was approved by the Library Board. The Volunteer Applications will be adjusted to reflect this adjusted requirement. VI. SCHEDULED CITIZEN OR GROUP PRESENTATIONS NONE Lisa Hollingshead VII. GENERAL BUSINESS Lisa Hollingshead  Staff Updates (Night@Library; Job Fair; COHS; TAP; etc) Library Staff Night at the Library will be her soon—this coming Monday! Some Board Members turned in ticket money and unpurchased tickets. Library Staff and Library Advisory TPL is planning a job fair for Fri. Oct. 21, 2016. We are partnering with Board Gil Jaramillo from Fresno State Small Business Development Dept. for this event. Board Members Also in October, we will have a First-time Homebuyer’s Workshop presented by Union Bank. Flyers will be sent to local realtors. Career Online High School is doing well. We have given five scholarships, which is more than the other libraries in our area with the same program. History shows that 8% to 10% of those who take the self- assessment will go on to participate in the COHS program. Therefore, it is recommended to market aggressively. Falling Into Art is an art contest for Oct/Nov. Coloring pages will no longer be accepted. Certificates for the winners are already prepared. Banned Book Week is next week. Unexpected titles are included e.g. The Bible. We will have a special display with “flames” coming out of the books! Outreach—TPL is active in the community on a regular basis: Sara Brown attends the Garden Club and Kiwanis Meetings. (Kiwanis provides picture books for their speakers to donate to the Library. They are ready to give a check for another year of books.) Jane is an ambassador for the Tulare Chamber of Commerce and the Tulare Kings Hispanic Chamber of commerce, and does more networking at the CALVIN, Citizens Assisting Local Veterans In Need, meetings. Heidi goes to the EDD, Employment Development Dept., to attend trainings to share our databases such as JobNow and Pronunciator. She meets internally with AARP, CSET and the Homeschool group. Melissa and Sarah Fly provide class tours twice per week and go out to the Best Clubs. Homework help is now in swing. We are fortunate to have someone from the school district as a tutor along with volunteers. TAP, Tutoring Assistance Program, typically has five to ten students daily.  Library Advisory Board Suggestions The Board suggested that TPL close early on three days before major holidays: the Wednesday before Thanksgiving, the day before Christmas Eve, and the day before New year’s Eve. On those days they thought we should consider closing as early as 3:00 p.m. The Board also suggested that TPL close for three days when the City observes three-day holiday week-ends. They asked the staff to consider whether it would be preferable to close Saturday or Tuesday to go along with the regular Sunday/Monday closures. VIII.
