I. CALL TO ORDER Lisa Hollingshead 2
Meeting called to order at 4:05 pm
II. CITIZEN COMMENTS: This is the time for citizens to comment on items within the Lisa Hollingshead 2
jurisdiction of the Advisory Board. The Board cannot legally discuss or take official action on
citizen comments that are introduced today. Each speaker will be allowed 3 minutes, with a
maximum of 10 minutes per item, unless otherwise extended by the board.
None
III. COMMUNICATIONS: Communications are to be submitted 10 days prior to a Lisa Hollingshead 2
meeting to be considered for this section of the Agenda. No action will be taken on matters
listed under Communications; however, the Board may direct staff to schedule issues raised
during Communications for a future agenda. Citizen comments will be limited to 3 minutes
per topic, unless otherwise extended by Board.

IV. ITEMS OF STUDENT INTEREST none 5
The library has not been assigned students for this year as
the program with Parks and Rec is on hold while they are
short staffed. Director Hunt is hopeful the library will have
student advisors in October.
V. CONSENT CALENDAR: All Consent Calendar items are considered routine and will Lisa Hollingshead 2
be enacted in one motion. There will be no separate discussion of these matters unless a
request is made, in which event the item will be removed from the Consent Calendar to be
discussed and voted upon by a separate motion.
Approval of Minutes – August 15, 2018
Board Member Baker moved to approve minutes as
presented. Second by Board Member Schauland. Motion
passed unanimously.
Library Manager Clark requested early closure on
Wednesday, November 21 (Day before Thanksgiving).
The adjusted work day would be 8 am – 5 pm.
Board member Schauland motioned to approve request.
Board member Lippincott seconded. Motion passed
unanimously.

Community Services updates
Rob Hunt 10
Parks and Recreation just finished the recruitment process for a new
recreation supervisor. They are hoping to have someone in place by Heidi Clark

the first week in October.

August is typically a slower month as the data below reflects. Virtual
Visits is up because currently internal website traffic is being counted
along with external traffic. Librarian Roache is hoping to fix this with the
Board Members
City IT department.
Programs & Outreach (Update on Survey; COHS update;
Chamber Outreach; CALVIN meeting; Veteran’s Day at
the Fair; Job Fair; Night at the Library; Antique appraisal;
National Library Sign up Month); Ride to Read
Library Manager Clark gave an update on a grant received from the
state library for new books. The grant was for $7,500 and the library
spent just over $7,400 and purchased 334 new books. The books were in
specific subjects: STEM, Diversity, Life over 50, Mental Health, and
Workforce Development.
Library Survey - The library survey is going well. So far over 100
submissions.
National Library Card Sign up Month – The library is handing out free
library card replacements to patrons as well as handing out bookmarks
and pencils. It has been a good promotion for the library and gives staff
positive talking points with patrons.
COHS – There has been an increase in self assessments taken this month
(6 so far as compared to 4 and 3 the previous months). This is likely the
result of a marketing effort by the COHS organization where they sent
postcards to eligible students within the 93274 zip code.
CALVIN – Citizens Assisting Local Veterans in Need. This group meets
once a month and Librarian Zikratch makes it a point to always attend
and if possible take current VRC workers as well. It is a great opportunity
to network and learn about other resources for veterans in the area.
VRC – The library has been asked to be a health care portal for
Veterans which would be a great resource for our community. The VRC
attended the Tulare County Fair this month as part of the Veterans day
and quilts for veterans program.
Job Fair – The library is partnering with Tulare Kings Hispanic Chamber to
host a job fair at the library on October 19th.
Night at the Library is on September 24 at 5:30. We hope all the board
members can make the event.
Antique Appraisal – This event will be on October 20th.
Librarian Zikratch is an active member of both the Tulare chamber and
the Tulare Kings Hispanic Chamber. On the Tulare chamber she serves
on the Leadership Tulare Steering Committee.
Read to Ride – This program allows students to read books to earn free
rides at the county fair. No participation numbers were available at this
time.
Library Recruitment – The library is currently looking to fill a full time library
assistant position. 17 candidates took the written exam and 8 passed.
Library Manager Clark asked for a board member to participate in the
first round of interviews. Board Member Lippencott volunteered.
Suggestions from the Board
Keep up the good work.
Work with school district to put bookmarks / cards to
promote events at the library.

The board inquired about how many COHS graduates we will have this
year. Librarian Zikratch said there are 3 active students currently
working toward completing the program but none who will graduate
this year.

October 17, 2018, at 4pm
November Meeting has been canceled due to conflicts
with the Thanksgiving Holiday.
December 19th at 4pm.
