Tulare Library Advisory Board Meeting Tulare Public Library | 475 North M Street | Tulare, CA December 19, 2018, at 4:00pm | TPL Charter Room Facilitator: Lisa Hollingshead | Minutes: Jane Zikratch Attendees: Lisa Hollingshead; Ellen Baker; Michelle Lippincott; Terry Sayre; Donna Schauland; Rob Hunt; Brian Beck; Heidi Clark; Melissa Emerson; Mollie Roache; Jane Zikratch City of Tulare Mission Statement: To promote a quality of life making Tulare the most desirable community in which to live, learn, play, work, worship and prosper Minutes Topic Speaker Time I. CALL TO ORDER 4:00 p.m. Lisa Hollingshead 2 II. CITIZEN COMMENTS: This is the time for citizens to comment on items within the jurisdiction of Lisa Hollingshead 2 the Advisory Board. The Board cannot legally discuss or take official action on citizen comments that are introduced today. Each speaker will be allowed 3 minutes, with a maximum of 10 minutes per item, unless otherwise extended by the board. None III. COMMUNICATIONS: Communications are to be submitted 10 days prior to a meeting to be Lisa Hollingshead 2 considered for this section of the Agenda. No action will be taken on matters listed under Communications; however, the Board may direct staff to schedule issues raised during Communications for a future agenda. Citizen comments will be limited to 3 minutes per topic, unless otherwise extended by Board. None IV. ITEMS OF STUDENT INTEREST none 5 Currently there is no student board member. Someone should be in place January through the end of the school year. V. CONSENT CALENDAR: All Consent Calendar items are considered routine and will be Lisa Hollingshead 2 enacted in one motion. There will be no separate discussion of these matters unless a request is made, in which event the item will be removed from the Consent Calendar to be discussed and voted upon by a separate motion.  Approval of Minutes – October 17, 2018 Motion to approve by board member Lippincott, seconded by board member Schauland.  Accept resignation of Terry Sayre Board member Schauland made a motion to accept the resignation; seconded by board member Lippincott. VI. SCHEDULED CITIZEN OR GROUP PRESENTATIONS None Lisa Hollingshead 2 VII. GENERAL BUSINESS Lisa Hollingshead 3  Community Services updates Brian Beck 10 Community Services Director, Hunt, is now acting City Manager after Fire Chief Epps, interim City Manager, retired. Recreation Supervisor, Beck, is filling in for Heidi Clark Director Hunt. 10 The Library is pleased to welcome Cat Lippincott to her new position as Library Library Staff 10 Assistant, previously held by Dorothy Carr until her retirement. Recruitment for retiring Librarian Zikratch’s position will begin in January.  Snapshot of Stats & Wi-Fi data - See chart below. Board Members  Programs & Outreach (3D printer demo; VRC; COHS; Christmas parade; State Library Mental Health Initiative ) A 3-D printer is on loan to us from SJVLS (San Joaquin Valley Library System). Our first demonstration has a small turnout, but City staff requested a demonstration for the City Council. That is planned for Tuesday, January 15, 2019 before the City Council Meeting begins. Board member Lippincott asked if it was available for the public to use. The answer is not at this point. Our Veterans Resource Center is staffed by Work-Study Veterans. Their hours and availability may change after the winter break depending on their school schedule for the spring semester. Career Online High School recently had another graduate! Two more students should be finishing soon. Extensions are possible if a student is 75% or more complete and in danger of not meeting the deadline; paid for by the State Library. We also have a new student who is progressing very rapidly. Board Member Lippincott asked how many graduates we have had. The answer is 4. The Christmas parade was fun. Several staff members, family and friends participated. The Library float was pictured in the newspaper. The Library applied for, and received approval to participate in the State Library’s Mental Health Initiative. This will provide training for staff to better understand and serve populations suffering from mental illness.  Patron Survey update 178 People responded to the survey, the majority of whom were employed, college educated females. Clearly, books are the big draw. Technology is also seen as very important, especially the Wi-Fi. The number one use for the computers is printing, followed by employment and education. The greatest area for improvement is hours—they would like us to be open on Monday.  Discussion re: showing R-rated movies for special programming- military/war movies for vets – Approved by the Board  Monday Staff Training Day – Approved by the Board  Suggestions from the Board - None VIII. ITEMS OF BOARD MEMBER INTEREST – Lisa Hollingshead 2 Board Member Hollingshead will try to have Kiwanis meet at the Library so they can see the huge variety of services available. IX.
