I. CALL TO ORDER Lisa Hollingshead 2
II. CITIZEN COMMENTS: This is the time for citizens to comment on items within the Lisa Hollingshead 2
jurisdiction of the Advisory Board. The Board cannot legally discuss or take official action on
citizen comments that are introduced today. Each speaker will be allowed 3 minutes, with a
maximum of 10 minutes per item, unless otherwise extended by the board.
None.
III. COMMUNICATIONS: Communications are to be submitted 10 days prior to a Lisa Hollingshead 2
meeting to be considered for this section of the Agenda. No action will be taken on matters
listed under Communications; however, the Board may direct staff to schedule issues raised
during Communications for a future agenda. Citizen comments will be limited to 3 minutes
per topic, unless otherwise extended by Board.

New Teens On Board Member, Chloe Miller
Is a Junior at Tulare Union High School
Also involved in: Teen Hero; Volunteers at Grandmas’
House Tutoring; Interning at Wilson Elementary School.
Wants to become an educator

V. CONSENT CALENDAR: All Consent Calendar items are considered routine and will Lisa Hollingshead 2
be enacted in one motion. There will be no separate discussion of these matters unless a
request is made, in which event the item will be removed from the Consent Calendar to be
discussed and voted upon by a separate motion.
Approval of Minutes – December 19, 2018
Board Member Baker motioned to approve. Board Member
Schauland seconded.
Change in Study Room Policy; Internet Use
Library Manager Clark and Librarian Roache proposed some updates and
changes to the library’s Study Room and Internet Use policies:
Extending Study Room use to 3 hours to match the current laptop
check-out time. Allowing patrons to extend by one more hour if no one
is waiting for the room. No more than 2 reservations allowed per patron
per week.
Patrons can now extend their computer/internet use by themselves: Up
to one hour extra may be added, to a maximum of 2 hours.
Board Member Schauland motioned to approve the policy changes. Board
Member Lippincott seconded.

Community Services updates
Brian Beck 10
Brian Beck is Interim Community Services Director filling in for Rob Hunt, who is
Interim City Manager. Heidi Clark

Brian gave out copies of the Community Services “Access Tulare”
Spring/Summer 2019 Magazine. This highlights upcoming Parks,
Recreation and Library programs. Copies given to the schools as well Library Staff 10
as City Hall and the Library.

Library Manager Clark & Librarian Roache announced that a Library App will be
coming soon.
“SJVLS Library Catalog” App: Makes renewing items easier; Patron’s
library card barcode can be scanned from their phone using the app
(requires purchase of special scanners). We will work on marketing it to
patrons inside and outside of the library.
Librarian Roache looked into “e-mail blasts” as suggested by Board
Member Lippincott at the last meeting. There are several options
available, but they are also expensive. The City’s website is one option,
but we don’t know as yet if the library has access to this feature.
Library Manager Clark: On January 15th the library will be gave another
demonstration of the mini 3D printer that is on loan from the SJVLS
headquarters in Fresno. Did the demo on a Tuesday night so City
Council and other City staff could get a chance to see it. The library is
looking into the possibility of purchasing one.
Board Member Demuth asked if the 3D printer would be
available for public use. Library Manager Clark replied that it
would have to be something that they would sign up to use,
with a special policy in place for fees.
Board Member Lippincott asked if the 3D printer is something
that is in high demand, or just of special interest. Library
Manager Clark answered that it is something many libraries are
offering as a way to get their communities to be aware of new
technology.
Librarian Emerson announced that the upcoming Summer Reading
Program theme is “It’s Showtime at Your Library.” We will be having our
Kickoff Event on Saturday, June 8th. Librarian Roache added that we
will be doing a special marketing of the program through the City’s
Utility Bill mailing for May. Will feature the Library’s June and July
calendar of events, which includes the special summer activities as well
as ongoing programs.

Board Member Schauland asked about the recruitment for a new Adult
Services Librarian. Library Manager Clark replied that it will open next
week. We will be posting on our website, social media and getting it on
the Calix listserv.
Board Member Lippincott asked if there had been any recent interest in
renting the Library’s café space. Library Manager Clark said that there
had not been any at this time.
