Tulare Library Advisory Board Meeting Tulare Public Library | 475 North M Street | Tulare, CA March 17, 2021, at 4:00pm | Virtual Meeting: ZOOM Facilitator: Lisa Hollingshead | Minutes: Mollie Roache Attendees: Lisa Hollingshead; Ellen Baker; Michelle Lippincott; Donna Schauland; Peggy DeMuth; Heidi Clark; Melissa Emerson; Mollie Roache; Carol Lovos City of Tulare Mission Statement: To promote a quality of life making Tulare the most desirable community in which to live, learn, play, work, worship and prosper Agenda Topic Speaker Time I. CALL TO ORDER Lisa Hollingshead 2 Meeting called to order at 4:03 pm II. CITIZEN COMMENTS: This is the time for citizens to comment on items within the Lisa Hollingshead 2 jurisdiction of the Advisory Board. The Board cannot legally discuss or take official action on citizen comments that are introduced today. Each speaker will be allowed 3 minutes, with a maximum of 10 minutes per item, unless otherwise extended by the board. None III. COMMUNICATIONS: Communications are to be submitted 10 days prior to a Lisa Hollingshead 2 meeting to be considered for this section of the Agenda. No action will be taken on matters listed under Communications; however, the Board may direct staff to schedule issues raised during Communications for a future agenda. Citizen comments will be limited to 3 minutes per topic, unless otherwise extended by Board. NONE IV. ITEMS OF STUDENT INTEREST -N/A 5 V. CONSENT CALENDAR: All Consent Calendar items are considered routine and will Lisa Hollingshead 2 be enacted in one motion. There will be no separate discussion of these matters unless a request is made, in which event the item will be removed from the Consent Calendar to be discussed and voted upon by a separate motion. • Approval of Minutes –February 17, 2021 Motion to approve minutes as presented by Board Member DeMuth, Second by Board Member Baker. Motion passed unanimously. • Discussion: Approval of Check-Out policy changes Motion to approve policy as presented by Board Member Baker, Second by Board Member Schauland. Motion passed unanimously. VI. SCHEDULED CITIZEN OR GROUP PRESENTATIONS – N/A Lisa Hollingshead 2 VII. GENERAL BUSINESS Lisa Hollingshead 3 • Community Services updates: Heidi Clark 10 Dept. Director McDonnell presented the Community Services Red Tier Library Staff reopening plan to the City Council on March 16th. The Council Board Members 10 approved the library reopening to 25% capacity. Manager Clark has set the opening date for Phase 4 (Red Tier) for April 6th. This coincides with National Library Week. 10 This means patrons will be able to access the building and browse for books and use the computer lab. All seating will be reduced to 25%. Genealogy volunteers will be allowed back but patrons will not have access to the Genealogy room due to safety concerns. • Library Updates (National Library Week, library reopening, etc.) Manager Clark showed the board the bags (sponsored by Kiwanis) which will be handed out to all patrons who check out a book during National Library Week. Librarian Roache showed the board the library calendar of events for April, highlighting the various programs for National Library Week including a Veterans Resource Center video and Bag Give Away. Manager Clark is working to finalize the reopening plan. She and the librarians began the conversation with the City Safety Officer and Dept. City Manager a month ago to begin planning. The timing is sooner than anticipated. • Programs & Outreach (upcoming events & programs; Senior book give away) Librarian Lovos and Staff Member Cat Lippincott delivered 24 book bags to Silvercrest and 33 bags handed out at the Senior Center. The bags each had Large Print books withdrawn from the collection and a flyer advertising the Homebound Pilot Program. Seniors are encouraged to fill out a form online or call the library. Staff will deliver library books (checked out) to patrons at Silvercrest and at the Senior Center to create more accessibility to reading material. Library staff are also trying to gather information about community needs and see what can be done in the future to reach this demographic. Board Member Hollingshead requested material to deliver to people in her neighborhood. She will collect bags from the library left over from the two deliveries. • Suggestions from the Board - None VIII. ITEMS OF BOARD MEMBER INTEREST - None Lisa Hollingshead 2 IX.
