MINUTES
I. CALL TO ORDER
The Regular Meeting of the Tulare Parks and Recreation Commission was called to
order at 6:30 a.m., by Chairperson Craig Hancock, at the Claude Meitzenheimer
Community Center, Sequoia Room

The Pledge of Allegiance was led by Commissioner DaSilva.

V. CONSENT CALENDAR
(1) Approve Commission minutes of February 11, 2020
It was motioned by Vice-Chair Sherwood and seconded By Commissioner Fishbough
that the minutes of February 11, 2020, be approved as presented (7-0).
VI. SCHEDULED CITIZEN OR GROUP PRESENTATIONS
None.
VII. STUDENT REPORTS
Tulare Western students Abigail Garcia and Dieago Cruz-Minnis reported on the “Dude
Be Nice” campaign which involved students delivering donuts to the Police Department,
Fire Department, Teachers, and other School Staff in appreciation of their service. It
was also reported that the following sports have begun: baseball, softball, and swim.

VIII. GENERAL BUSINESS
(1) Arbor Day Celebration
Community Services Director Miller invited Commissioners to attend the City’s 31st
annual Arbor Day Celebration to be held at the Historical Museum on Wednesday,
April 1, 2020. He reported that a Chinese Pistache and Crape Myrtle trees will be
planted.
(2) Review of Recreation Division attendance report for the month of February
2020 and upcoming special events
Recreation Manager Beck reported on the following: 40 Softball tournaments have been
scheduled for Prosperity Sports Park, the first session of the Elks Athletic League had
12 participants that truly appreciated and enjoyed the adaptive program. Vice-Chair
Sherwood inquired about the dip in participation numbers for the Meitzenheimer
Building; this was explained by the absence of the church on Sunday’s. Upcoming
events include the Choboian-Wong race to be held March 22nd and Spring Carnival to
be held April 9th.
(3) Staff report on park maintenance operations for the month of February 2020
update on park projects and upcoming special events
Parks Manager Johns noted the following: Installing ADA sidewalk, drinking fountain and
picnic tables at the arbor for Bender Park, Blain Park playground replacement Project
was awarded to Game Time. Review of submitted plans continues for Kensington
Estates phase II and proposed Pocket Park. SWAP for February logged 1259 hours.
IX. ITEMS OF COMMISSION INTEREST
Budget meetings will be held this week.
X. ADJOURNMENT
There being no further business, the meeting was adjourned at 6:55 a.m.

This is the time for citizens to comment on items within the jurisdiction of the Commission. The Commission
cannot legally discuss or take official action on citizen comments that are introduced today. Each speaker will
be allowed 3 minutes, with a maximum of 10 minutes per item, unless otherwise extended by Commission.
IV. COMMUNICATIONS
Communications are to be submitted 10 days prior to a meeting to be considered for this section of the Agenda.
No action will be taken on matters listed under Communications; however, the Commission may direct staff to
schedule issues raised during Communications for a future agenda. Citizen comments will be limited to 3
minutes per topic, unless otherwise extended by Commission.
V. CONSENT CALENDAR
All Consent Calendar items are considered routine and will be enacted in one motion. There will be no separate
discussion of these matters unless a request is made, in which event the item will be removed from the Consent
Calendar to be discussed and voted upon by a separate motion.
