MINUTES
I. CALL TO ORDER
The Regular Meeting of the Tulare Parks and Recreation Commission was called to
order at 6:34 a.m., by Chairperson Craig Hancock, at the Claude Meitzenheimer
Community Center, Tulare Room

V. CONSENT CALENDAR
(1) Approve Commission minutes of July 14, 2020
It was motioned by Vice-Chair Sherwood and seconded By Commissioner Fishbough
that the minutes of July 14, 2020, be approved as presented (7-0).

VII. GENERAL BUSINESS
(1) Recreation Division Update
Recreation Manager Beck reported on the following: Lorraine Zorn, Senior Services
Administrator retired after 25 years of service. Recreation Supervisors, Ashlee Winslow
and Ray Baradat are covering duties including meal delivery until recreation activities
resume. Baradat is also assisting at the library. Additionally, office staff are assisting at
the Senior Center and Finance Department. COVID-19 effectively canceled all events
and activities from mid-March to present. Plans have been made to resume activities
once state restrictions are lifted. Commissioner Hancock asked about closures affecting
grant funding. Director Craig Miller advised that grant funding would not be affected.
(2) Staff report on park maintenance operations for the months of July, August
and September 2020 and update on park projects.
Parks Manager Johns noted the following: Installed 6 new aerators in Del Lago and 6
compressors for lake oxygenation. Elk Bayou turf renovation is a success. 178 hazards
have been identified at Del Lago; working with Michael Miller in Engineering to raise
assessments to generate reserves. Pocket park at Kensington is complete including a
toddler play area and lighting.
IX. ITEMS OF COMMISSION INTEREST
Director Miller announced that after nearly 5 years of employment with the City of
Tulare’s Parks Division, J. Dean Johns will be retiring November 20, 2020.
Commissioners Hancock and Sherwood thanked Mr. Johns for his service and
dedication. Commissioner Sherwood also inquired into the status of the proposed Park
Ranger position. Director Miller advised that the request for the position is on hold as it
is in conjunction to the proposed Park Ordinance revisions.
X. ADJOURNMENT
There being no further business, the meeting was adjourned at 7:21 a.m.

cannot legally discuss or take official action on citizen comments that are introduced today. Each speaker will
be allowed 3 minutes, with a maximum of 10 minutes per item, unless otherwise extended by Commission.
IV. COMMUNICATIONS
Communications are to be submitted 10 days prior to a meeting to be considered for this section of the Agenda.
No action will be taken on matters listed under Communications; however, the Commission may direct staff to
schedule issues raised during Communications for a future agenda. Citizen comments will be limited to 3
minutes per topic, unless otherwise extended by Commission.
V. CONSENT CALENDAR
All Consent Calendar items are considered routine and will be enacted in one motion. There will be no separate
discussion of these matters unless a request is made, in which event the item will be removed from the Consent
Calendar to be discussed and voted upon by a separate motion.
