City of Tulare PARKS AND RECREATION COMMISSION Tuesday, May 11, 2021 MINUTES I. CALL TO ORDER The Regular Meeting of the Tulare Parks and Recreation Commission was called to order at 6:31 a.m., by Vice-Chair Nicholas Sherwood, at the Claude Meitzenheimer Community Center COMMISSIONERS PRESENT: Nicholas Sherwood Mike Jamaica Armando daSilva Lori Fishbough Eric Farrenkopf STAFF PRESENT: Rob Hunt Jason Glick Brian Beck Karie Rodriguez II. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Rob Hunt. City Manager Hunt proceeded to introduce the new Community Service Director, Jason Glick. Director Glick brings to our team a wealth of experience and knowledge. Over the years, Glick has been in communication with Brian Beck on several projects as well as Armando DaSilva. III. CITIZEN COMMENTS None. IV. COMMUNICATIONS None. V. CONSENT CALENDAR (1) Approve Commission minutes of March 9, 2020 It was motioned by Commissioner Farrenkopf seconded by Commissioner Fishbough that the minutes of March 9, 2020 be approved as presented (5-0). VI. SCHEDULED CITIZEN OR GROUP PRESENTATIONS None. VII. GENERAL BUSINESS (1) Staff Report on Recreation Division attendance report for April Recreation Supervisor Beck presented the attendance report for rentals of picnic arbors and fields. Page 2 Parks and Recreation Commission Minutes May 11, 2021 (2) Staff Report on Recreation & Special Events Supervisor Beck handed out promotional flyers for Aquatics, Tennis, Softball, Summer Camp, & Movies in the Park. He explained that class sizes would be restricted and noted that the Pre-Sports sessions were full shortly after enrollment began. He also pointed out that Blain Park has been added to the locations for Movies in the Park. (3) Staff report on Park Maintenance Operations & Special Projects Supervisor Beck advised that the two Parks Maintenance Worker positions have been filled. Many maintenance projects are underway including tennis courts, park restrooms, and picnic arbors. The program to inspect playground equipment continues as well. A large scale clean up of the Santa Fe Trail was conducted; as well as ongoing litter removal due to transient activity. Many repairs were done to lights, splash pads, pumps, and sidewalks. Several street tree and heritage tree permits have been processed after inspection. City Manager Hunt publicly thanked Brian Beck for his hard work over the past several months performing duties of Recreation Supervisor and Parks Supervisor. He explained that the Parks Division expects to be fully staffed by the middle of June; and vacancies at the Senior Center will begin the recruitment process thereafter. Supervisor Beck explained that the Senior Center’s grab-n-go meal program in addition to Meals on Wheels continues to be a success; averaging 90 senior participants daily. Funding for this expanded program is expected to remain in place through September. IX. ITEMS OF COMMISSION INTEREST Chairperson Fishbough is concerned that private tennis lessons being offered at Del Lago courts by individuals may be monopolizing use of the courts. Beck reminded that courts may not be used for profit and are available first come, first serve unless a reservation has been made. A possible Park Ranger position in the future may be able to help with enforcement. X. ADJOURNMENT There being no further business, the meeting was adjourned at 7:07 a.m.
