CITY OF TULARE PLANNING COMMISSION REGULAR MEETING MINUTES Tulare Public Library—Council Chambers April 26, 2021 491 North M Street COMMISSIONERS PRESENT: Miller, Cox, Rocha TEENS ON BOARD PRESENT: None STAFF PRESENT: Traci Myers, Community & Economic Development Director Mario Anaya, Principal Planner Steven Sopp, Senior Planner Lucie Brown, Commission Clerk CALL TO ORDER: Vice-Chairman Rocha called the regular meeting to order at 7:00 p.m. PLEDGE OF ALLEGIANCE: Commissioner Miller led us in the flag salute. CITIZEN COMMENTS: None COMMISSIONER COMMENTS: None Planning Commission Minutes 1 April 26, 2021 CONSENT CALENDAR: (1) Minutes of the March 22, 2021 Regular Planning Commission Meeting (2) CEQA Exemption- Water Well 15 Rehabilitation Project-Resolution 5390 It was motioned by Commissioner Miller and seconded by Commissioner Cox to approve the Consent Calendar as presented. Motion carried by unanimous vote. PUBLIC HEARING: (1) Addendum to Negative Declaration/ Tentative Subdivision Map- Monterey Estates No. 2: Steven Sopp, Senior Planner, reviewed with the Commission a request by Lino Pimentel to establish a 47-lot single-family residential subdivision on approximately11.94 acres. The parcel is zoned R-1-6 (Single-family Residential- 6,000 sq. ft. minimum lot area) and is located south of Bardsley Avenue and west of West Street along the Sonora Avenue alignment. Vice Chairman Rocha opened the public hearing. Lino Pimentel, 1754 Trebbiano, Applicant and Developer spoke in favor of the project. There being no one else to speak in favor of or against the project the public hearing was closed. Following Commission discussion it was motioned by Commissioner Miller and seconded by Commissioner Cox to adopt Resolution 5391, adopting the Negative Declaration Addendum for Monterey Estates No. 2 and approving Tentative Subdivision Map Monterey Estates No. 2 based on the findings and subject to the conditions as listed in the staff report. COMMISSIONERS AYES: Miller, Cox, Rocha ABSENT: Olivares, Miguel NOES: None ABSTAIN: None Planning Commission Minutes 2 April 26, 2021 GENERAL BUSINESS—NON PUBLIC HEARING ITEMS (1) CIP- Five Year Capital Improvement Program 2021-2026: Director Myers reviewed with the Planning Commission the list of new public works projects added to the Fiscal Years (FY) 2021-2026 Five Year Projects Budget and report to City Council as to their conformity with the Tulare General Plan. Following Commission discussion it was motioned by Commissioner Miller and seconded by Commissioner Cox to adopt Resolution 5392 reporting to the City Council conformance with the Tulare General Plan. COMMISSIONERS AYES: Miller, Cox, Rocha ABSENT: Olivares, Miguel NOES: None ABSTAIN: None TEENS ON BOARD: None DIRECTORS REPORT: Director Myers, announced that St. Rita’s Catholic Church will be having its ground breaking ceremony on Tuesday, April 27th and invited the Commissioners to attend. The Planning Commission cannot legally discuss or take official action on citizen comments that are introduced tonight. GENERAL BUSINESS-NON PUBLIC HEARING ITEMS (1) Appeal- Knight Transportation Consider an appeal by Knight Transportation to the Community & Economic Development Director’s denial of Administrative Approval 21-00078; a request by Appellant to install a 10 foot tall perimeter electrified security fence in addition to an existing 6 foot chain link fence topped with barbed wire on the property located at 4450 South Blackstone Avenue. Project Planner: Traci Myers, Community & Economic Development Director Recommended Motion: Denial of the Appeal of Knight Transportation and affirm the Community & Economic Development Director’s denial of Administrative Approval 21-00078. Kern Avenue, Tulare, CA 93274, no later than ten (10) days after the day on which the decision was made. The appeal shall state the name of the person making the appeal, the decision that is being appealed, and the reason for the appeal, include ng an error, abuse of discretion or a decision that is not supported by the evidence in the record.
