MEETING MINUTES
TUMWATER BUDGET & FINANCE COMMITTEE
April 24, 2026
CONVENE: 12:00 p.m.
PRESENT: Mayor/Chair Leatta Dahlhoff, and Councilmembers Angela
Jefferson, Eileen Swarthout and Kelly Von Holtz.
Staff: Assistant City Administrator Kelly Adams, Finance
Director Troy Niemeyer, Senior Accountant Nissa Musselman,
City Attorney Karen Kirkpatrick, and Paralegal Sharleen
Johansen.
APPROVAL OF Councilmember Von Holtz moved, seconded by
MINUTES: Councilmember Jefferson, to approve the minutes of March
27, 2026, as presented. A voice vote approved the motion.
2026 COMMUNITY Interviews for the 2026 Community Development Block Grant
DEVELOPMENT BLOCK (CDBG) were conducted and included six applicants for Public
GRANT (CDBG) Services Projects and four applicants for Housing Capital
FUNDING Projects. Applicants provided presentations and answered
INTERVIEWS: questions about their proposals. Members of the committee
then discussed priorities and provided the following funding
recommendations:
• Boys and Girls Clubs of Thurston County - $52,500
• Community Action Council of Lewis, Mason, and
Thurston Counties - $0
• OlyMAP - $0
• Senior Services for South Sound - $20,000
• Thurston County Food Bank - $30,000
• TOGETHER! - $34,166
TOTAL SERVICE PROJECTS - $136,666

• Foundation for the Challenged - $0
• Homes First – $218,476
• Rebuilding Together Thurston County - $136,872
• South Puget Sound Habitat for Humanity - $236,872
TOTAL CAPITAL PROJECTS - $592,220
MOTION: Councilmember Swarthout moved, seconded by
Councilmember Jefferson to present the Housing Capital
Project application recommendations, and the Public
Service Project application recommendations to Council. A
voice vote approved the motion.
ADJOURNMENT: With there being no further business, Chair Dahlhoff
adjourned the meeting at 2:30 p.m.
