MEETING MINUTES TUMWATER CITY COUNCIL WORK SESSION September 9, 2025 CONVENE: 6:00 p.m. PRESENT: Mayor Debbie Sullivan and Councilmembers Peter Agabi, Michael Althauser, Joan Cathey, Angela Jefferson, Kelly Von Holtz. Excuse: Councilmembers Leatta Dahlhoff and Eileen Swarthout Staff: City Administrator Lisa Parks, Assistant City Administrator Kelly Adams, City Attorney Karen Kirkpatrick, Community Development Director Brad Medrud, Finance Director Troy Niemeyer, Water Resources & Sustainability Director Dan Smith, Police Chief Jay Mason, Information Technology Directory Lance Inman, Fire Chief Brian Hurley, Communications Manager Jason Wettstein, Transportation & Engineering Director Brandon Hicks, Deputy City Clerk Tracie Core. STRATEGIC PLAN Administrator Parks reviewed the overall structure and work plan DISCUSSION – DRAFT previously completed during the June retreat sessions. With the FOCUS AREA WORK assistance of Assistant Administrator Adams, Council was PLANS: guided through a process to apply the prioritization criteria to a drafted focus area - a vibrant, livable and inclusive community. This was accomplished using a program called Menti where Council was able to respond to questions in real time with the goal of generating conversation. Councilmembers shared their thoughts on the process and asked clarifying questions to determine how to move forward for the next Council Work Session on September 23, 2025, to address the next focus area which is health and safety. The hope is to have a Strategic Plan adopted by resolution before the end of November. TUMWATER CITY COUNCIL WORK SESSION - SEPTEMBER 9, 2025 1 MAYOR/CITY Mayor Sullivan thanked everyone for covering for her last week ADMINISTRATOR’s and noted an improvement in health. Mayor Sullivan also REPORT: reminded everyone of the next City Council meeting on September 16, 2025 the Strategic Planning Retreat on September 20, 2025, and the annual community event Fall Fest. Administrator Parks gave no report.
