MEETING MINUTES TUMWATER GENERAL GOVERNMENT COMMITTEE March 11, 2026 CONVENE: 11:00 a.m. PRESENT: Chair Eileen Swarthout and Councilmember Brandon Weedon Excused: Councilmember Joan Cathey Staff: City Administrator Paul Simmons, City Attorney Karen Kirkpatrick, Finance Director Troy Niemeyer, Community Development Department Director Brad Medrud, Community Development Deputy Director Sharon Lumbantobing, Associate Planner Dana Bowers and Administrative Assistant Jessica Lee APPROVAL OF Councilmember Weedon moved, seconded by MINUTES: Councilmember Swarthout, to approve the minutes of February 11, 2026, as presented. A voice vote approved the motion. ORDINANCE NO. Planning staff presented the final step in the annexation process 02026-001 – 93RD for two parcels totaling approximately 11.88 acres located near AVENUE SW & CASE 93rd Avenue SW and Case Road SW. The owner-initiated ROAD SW annexation is within the Urban Growth Area and the property ANNEXATION: owners agreed to assume the City’s land use designations and share of indebtedness. Staff reviewed the annexation timeline, including Council review, County Assessor verification, and review by the Boundary Review Board. The annexation would bring the properties into the City and shift future tax revenue from the County to the City, with minimal fiscal impact beyond staff processing time. MOTION: Councilmember Weedon moved, seconded by Councilmember Swarthout, to place Ordinance No. 02026- 001, the 93rd Avenue SW and Case Road SW Annexation, on the March 17, 2026, Considerations Calendar with a TUMWATER GENERAL GOVERNMENT COMMITTEE – MARCH 11, 2026 1 recommendation to adopt. A voice vote approved the motion unanimously. COMMITTEE MEETING The Committee discussed the meeting schedule due to conflicts SCHEDULE: with Orca meetings held on the second Wednesday of the month. Staff noted that moving the meeting to the third Wednesday would resolve the conflict and allow the April meeting to proceed despite the previously planned cancellation during spring break. Committee members confirmed the change would work for both members and staff. MOTION: Councilmember Weedon moved, seconded by Councilmember Swarthout, to change the General Government Committee regular meeting schedule to the third Wednesday of each month at 11:00 a.m. A voice vote approved the motion unanimously.
