MEETING MINUTES
TUMWATER HISTORIC PRESERVATION COMMISSION
October 16, 2025
CONVENE: 6:30 p.m.
PRESENT: Chair Dave Shipley and Commissioners Alex Rossiter, Dave
Nicandri, Marnie Slakey, Don Trosper, and Rob Paylor.
Staff: Parks and Recreation Director Chuck Denney,
Recreation Manager Todd Anderson, and City Engineer Bill
Lindauer

CHANGES TO THE No changes to the Agenda.
AGENDA:
APPROVAL OF MINUTES: Commissioner Slakey moved, seconded by
Commissioner Rossiter, to approve the minutes of
November 21, 2024, and March 20, 2025, as published. A
voice vote approved the motion unanimously.
PUBLIC COMMENT: No public comment.
TRANSPORTATION Commissioner Nicandri updated the Commission on the
INTERPRETIVE PROJECTS: 47th parallel discussion with City Council and the site visit
Director Denney and Commissioner Nicandri had with the
Tenino Stone Carvers. Discussion of artwork, logistics and
potential location for the 47th parallel art piece was
discussed with City Engineer, Bill Lindauer.
MOTION: Commissioner Nicandri moved, seconded by
Commissioner Trosper, asking Director Denney to
pursue the project with the Tenino Stone Carvers and
TUMWATER HISTORIC PRESERVATION COMMISSION - OCTOBER 16, 2025 1
negotiate an agreement with them for the 47th parallel art
piece. A voice vote approved the motion unanimously.
MOTION: Commissioner Nicandri moved, seconded by
Commissioner Slakey, for the Commission to work with
City staff on examples of historic signs and where they
might be placed in the City. The Commission would also
like a map of routes, if possible, from the City. A voice
vote approved the motion unanimously.
CERTIFICATE OF Director Denney talked about the request for the Certificate
APPROPRIATENESS – of Appropriateness to replace the first and second story
BROWER HOUSE: deck/rail of the Brower House located at 303 South 4th Ave
SW in Tumwater.
MOTION: Commissioner Nicandri moved, seconded by
Commissioner Paylor, that the approval of the
Certificate of Appropriateness is to be contingent on the
owner providing a photo of the house from 50 or more
years ago, sketch of construction design of the project,
and description of materials to be used. A voice vote
approved the motion unanimously.
2025 DEPARTMENT Director Denney updated the Commission on department
PROJECT UPDATES: projects, timelines and status. Projects included the status
of the Crosby House, Brewmaster’s House, Parks &
Recreation Office, Community Center planning, and the
acquisition of the LOTT/Brewery property. Commissioner
Nicandri also discussed a potential project with Tenino
Historical Society.
OLYMPIA TUMWATER Todd Cutts, Executive Director from the Olympia Tumwater
FOUNDATION UPDATE: Foundation (OTF), updated the Commission on the OTF
Strategic Plan, committee formation and process, history
and nature center, educational enrichment program,
redevelopment opportunities, organizational health and
sustainability, preservation champion efforts, and overall
operations of the foundation.
NEXT MEETING DATE: The next meeting is scheduled for Thursday, November 20,
2025.

ADJOURNMENT: With there being no further business, Chair Shipley
adjourned the meeting at 8:48 p.m.
